2023 Highlights

Here’s what the ANA did in our community this year!

Armatage Fire & Ice

In January, the ANA and PTA helped Armatage Park hold another great Fire & Ice event!  This year, we again held a Winter Gear Mutual Aid table and Community Engagement volunteers helped serve cocoa, popcorn and s’mores while keeping the music and fires going!

Washburn Tot Lot Open House

On Thursday, April 13, the Green Team held an open house with neighbors around the Washburn Tot Lot to share about the new garden project and sign up volunteers to help plant and water. We want to extend a special invitation to all of our neighbors who rent. The ANA is committed to better reaching our renters who make up nearly 15% of the households in Armatage.

New Washburn Tot Lot Pollinator Garden

The ANA is so excited to announce that the neighborhood has received grant funding from the State of Minnesota’s Lawns to Legumes Neighborhood Demonstration Program and the Minneapolis People for Parks Foundation to fund a pollinator garden at the Washburn Tot Lot!  The new garden will be installed along the alley to provide a safe, beautiful barrier that will benefit our local pollinators!

Community engagement will begin at this event and we anticipate the new garden will be installed in May 2023 with our partner, Metro Blooms.

Jim Crow of the North Free Screening & Discussion

Early Voting Opens Sep 17

The Minneapolis Early Vote Center at 980 E. Hennepin Ave. opens at 8:00am Friday, September 17 for voters who wish to cast their ballot early and in person. Also September 17, Minneapolis Elections & Voter Services begins mailing ballots to voters who have requested to vote early by mail. Minneapolis voters will use ranked choice voting this fall! Ranked choice voting is a way of voting that eliminates the need for separate primary elections. Voters rank up to three candidates for each office. The ballot has three columns, and choices are made from left to right in those columns. The Mayor’s 2022 City Budget Proposal is Here

Mayor Frey has outlined his recommended City budget for 2022. The proposed $1.599 billion budget includes a 5.45% levy increase and a gradual $2.6 million increase for youth programming through the Minneapolis Park and Recreation Board, ongoing funding for the Office of Violence Prevention, and five recruit and cadet classes to bring new, community-oriented officers into the Minneapolis Police Department. The City Council will begin reviewing the proposed budget on September 13.

Minneapolis Public Schools Travel Reimbursement for Families

Minneapolis Public Schools (MPS) is encouraging families who can transport their students to school on their own to do so. The district shared that sporadic school bus service is expected this fall due to a continuing shortage of bus drivers faced by school districts across the country. MPS will also offer travel reimbursements to families who are able to transport their students to and from school. Learn more at https://transportation.mpls.k12.mn.us/bus_reimbursement

Free COVID-19 Vaccines and $100 Gift Cards at the Fair

Haven’t gotten your COVID-19 yet? The strongest defense against the delta variant is through vaccination. The State of Minnesota will be offering $100 Visa gift cards on site to fairgoers who get their first FREE COVID-19 vaccine dose at the Community Vaccine Clinic at the Minnesota State Fair through Sept. 6.  No ID or insurance is needed – learn more here.

Free COVID-19 vaccines are available at Minneapolis Health Department clinic. Walk-ins are welcome, and the vaccinations are free. You don’t need insurance, you don’t need an appointment and you don’t need an ID. Learn more here.

Employment Resources

Many Minnesota residents have been receiving extended unemployment benefits under a federal program called Pandemic Emergency Unemployment Compensation (PEUC). The federal law that authorized the PEUC program will expire September 4, which means that these benefits will end.

If you’re thinking of returning to a job like the one you had before, CareerForce’s online job bank is available to find the latest job postings. If you need assistance finding a job, your local CareerForce location can help. Staff there can help you update your resume, navigate online job sites and find jobs that are a good fit for you. Connect to the Minneapolis CareerForce locations and please note that North Minneapolis CareerForce is taking appointments for immediate, in-person job seeking services.

You may be eligible for Dislocated Worker Services if you have been laid off (didn’t quit or were not fired), are unlikely to return to your previous occupation or industry, and/or are eligible to receive unemployment insurance benefits. Find more information.

Rent and Housing Assistance as the Eviction Moratorium Ends

MN law now requires a property owner or manager who intends on filing an eviction for non-payment of rent to provide a written notice to their renter, along with information about rental assistance, 15 days before filing an eviction proceeding with the courts between now and Oct. 12.

This new law also prohibits a property owner or manager from evicting a renter if the renter has a pending application for COVID-19 emergency rental assistance at the state or local level until June 1, 2022. The renter must be able to prove that they’ve applied for rental assistance. Renters may apply for COVID-19 emergency rental assistance at renthelpmn.org or by calling 211.

Aug 24 Meeting Recap

Thank you to all who joined the ANA Monthly Meeting this week!  5th Precinct Inspector Katie Blackwell, Crime Prevention Specialist Jennifer Waisanen, and Council Member Linea Palmisano all gave updates and answered questions. The investigation into the racist messages on milk jugs that have appeared around the neighborhood is ongoing.

The ANA Board approved a draft budget for an upcoming City Plan Modification, approved a final Equitable Engagement Template, and started sharing ideas for the future of the Safety Rebate Program as neighborhood funding starts to drop over the next few years. The Board also approved funds ($325) for 3-4 upcoming non-partisan Candidate Forums and Charter Amendment Educational Forums as well as for an interactive equity-focused activity at the Meet Your Community Helpers event in September ($225).

Postponed: Aug 26 Playground Reopening Celebration

Hennepin County Deconstruction Grants Available

To help divert waste from landfills, Hennepin County has grants available for up to $5,000 to deconstruct residential buildings. Property owners and developers are eligible to apply. Applicants must be a homeowner or developer in Hennepin County and the work must be on residential properties. Projects must meet the reuse and disposal criteria, the structure being demolished or renovated must have been built prior to 1970, and the size of structure or area of renovation must be 500 square feet or larger. June 15 Meeting Recap

Thank you to everyone who attended our first outdoor meeting this week at Armatage Park!  Project Designer Francisca Pass gave an update on the Armatage Playground construction, which hit a couple delays and should now wrap up at the end of July. The ANA Board voted to spend $27,645.21 of its Park Improvement funds to cover the funding gap for the playground so it can be completed this summer. This donation from the neighborhood will go toward two more shade canopies and an accessible seesaw.

The Board also approved an amended budget for its 2021 Community Participation Program funding from the City of Minneapolis, discussed its upcoming application for the City’s new Equitable Engagement Fund, and approved $250 for live music at our upcoming Aug 14 Summer Food Truck Night.

History of Juneteenth

Thank you to Hennepin County Library for the following history of Juneteenth, which is now a new City holiday in Minneapolis!

Juneteenth is said to be the oldest African American celebration of emancipation from slavery. The Emancipation Proclamation was issued on January 1, 1863, but news of emancipation moved slowly. For the next 2½ years, enslaved Africans and Black abolitionists persevered in the struggle for freedom.

In Texas, formerly enslaved Africans celebrated their emancipation on June 19, 1865, and since then, Juneteenth has been remembered and celebrated as a holiday. From the late nineteenth century through today, typical Juneteenth celebrations across the country include parades, speeches by African American community leaders, singing of traditional songs such as “Lift Every Voice and Sing,” and dancing.

Free Hennepin County Food Waste Prevention Webinars

You’re invited to an upcoming webinar to help you learn how to make the most of their food with tips and tricks for shopping, storing, and cooking.

This webinar is part of Hennepin County’s goal to raise awareness of how much food is wasted and help our residents with saving money, setting a good example, and having a positive impact on the planet.  The webinars are about an hour long with time for questions. They are free of charge, but registration is required. The registration link is here and you have three options to attend:

Armatage Playground Construction Update

Minneapolis Parks is hosting a series of smaller, bike-focused events throughout the summer for people of all ages, backgrounds and riding abilities to get on a bike! Minnesota Rent Help

RentHelpMN was created to help Minnesotans who have fallen behind on their rent or utility bills or fear that could happen. If you find yourself in this position, RentHelpMN is here to help. Eligible renters can receive assistance with rent and utility bills dated on or after March 13, 2020. If you qualify, you could receive up to 15 months of total assistance.

Find out if you qualify and apply at renthelpmn.org or by calling 211, which has dedicated multilingual staff available to answer questions from 8:00am until 8:00pm, Monday through Saturday.

Public Hearing on American Rescue Plan Act Funding

The City Council’s Committee of the Whole will hold an online public hearing 6:05pm Wednesday, June 16 on Mayor Jacob Frey’s spending proposal for the first round of $271 million in federal funding awarded to the City of Minneapolis through the passage of the American Rescue Plan Act.

Armatage Playground Construction Update

Armatage Playground Construction Starts June 2

The Armatage Park Play Area construction is scheduled to start next Wednesday, June 2. Crews will begin by fencing off the play area and removing existing play equipment. The new play area should be completed and ready for use around July 12-16. While the playground is under construction, we encourage neighbors to enjoy the Washburn Tot Lot playground at 5825 Washburn Ave S or, outside of school hours, to use the Armatage school playground. Minneapolis Mask Requirement is Still in Place

Mayor Jacob Frey has kept Minneapolis’ mask requirement in place pending review of public health data and local vaccination rates. Private businesses, public transportation and other settings also have face covering requirements including Minnesota’s Safe Learning Plan, which stays in effect requiring masks in schools through the end of the school year.

The U.S. Centers for Disease Control and Prevention (CDC) announced May 13 that people who are fully vaccinated against COVID-19 can start doing many things they had stopped doing because of the pandemic. Gov. Walz has lifted Minnesota’s mask requirement while still strongly recommending Minnesotans who are not fully vaccinated wear face coverings indoors. Keep Calm and Use Less Salt

When snow and ice melt, the road salt must go somewhere. When over applied, the excess salt flows directly into ditches and storm drains and then into lakes, streams, wetlands, and groundwater. Salt does not breakdown or degrade over time and instead will persist, permanently polluting our waterways.

Less is more when it comes to applying salt because at high concentrations, chloride can harm the fish and plant life in our waters and alter the taste of drinking water. In fact, the salt sitting on the pavement is no longer helping us, it’s hurting us and polluting our waters. We’ve all seen it and now it’s time to address the problem head on.

More salting does not mean more melting. Remember these 4 steps during our next storm:

  • Shovel and scrape before snow compacts,
  • Select the correct de-icer,
  • Scatter salt only where critical, and
  • Sweep up and reuse leftover salt.

Salt is widely used and is an important public safety tool in winter conditions. The goal is not to compromise public safety, but instead advocate how we can wisely use salt to provide safe conditions and be mindful of the environment. July 21, 2020 Meeting Recap

Officer Elections for two open positions were held. Kevin Ross was elected as Vice President and Patty Grabski was elected as Secretary. After this summer’s community conversations, the ANA voted to partner with the Theater of Public Policy to hold small group facilitated workshops on talking about race and being anti-racist (more details to come). The board approved funds for these workshops and to plan a safe and distanced neighborhood Food Truck Night in August pending permit approval. The ANA will continue working with the park on getting an event permit approved as the City of Mpls isn’t issuing residential food truck permits at this time. The Green Team presented plans for a few programs and events this summer and early fall including a new Native Plant Rebate program, an Adopt a Storm Drain campaign, and the annual Neighborhood Litter Be Gone Clean-up. The Board voted to approve funds for each initiative and to hold a regular monthly meeting on August 18.


Comments Sought on a Second Proposed City Charter Amendment

The Minneapolis Charter Commission has proposed another possible change to the City Charter, our City’s constitution, and is seeking public input on this proposal. This new proposal removes minimum funding requirements for the Police Department without eliminating Police as a required department.  Read this second proposed Charter amendment here. The public hearing for the second proposed Charter amendment is scheduled for Monday, July 27 at 5:00pm (access meeting info here).

This is the second of two proposed Charter amendments. The City Council submitted the first proposed amendment, which if passed would eliminate Police as a required department in the City Charter and instead require the creation of a Department of Community Safety and Violence Prevention, which may include a police division. If both proposals are approved by the deadline of August 21, then they could both appear as ballot questions this November.

Statewide Mask Order Starts Saturday

Governor Tim Walz signed an executive order requiring Minnesotans to wear a face covering in indoor businesses and indoor public settings starting tomorrow, July 25. Minneapolis has had an indoor mask order in place since late May and researchers have advocated for masking, calling it a simple and effective step to slow the spread of the COVID-19 virus. For information and resources on the mask mandate, including frequently asked questions, visit mn.gov/COVID19.

Individuals with a medical condition, mental health condition, or disability that makes it unreasonable for the individual to maintain a face covering are exempt from the order. Children ages 5 and younger are also exempt. Children under 2 should never wear a face covering due to the risk of suffocation.

Guidelines Passed for Park Encampments

Last week Minneapolis Park and Recreation Board (MPRB) Commissioners unanimously approved a resolution that will reduce the number of parks with temporary encampments for people experiencing homelessness to 20, limit the number of tents per encampment to 25, and establish a new encampment permit requirement. The MPRB is not pre-selecting the 20 sites and is instead allowing those applying for a temporary encampment permit to request the park they wish to stay in. If a permit is approved, the MPRB will provide restrooms or portable toilets, hand washing stations (as vendor supplies allow), and trash/recycling containers to the encampment within 48 hours of issuing a permit.

Encampment permit applications are available by contacting the MPRB at encampmentpermit@minneapolisparks.org.  Once an encampment permit is issued, the MPRB will communicate with the neighborhood association where the park is located and list the park at www.minneapolisparks.org/encampments


Low-cost Pet Vaccinations Available

Minneapolis Animal Care & Control is now offering low-cost pet vaccinations by appointment only to follow safe COVID-19 guidelines and ensure there aren’t too many people in the shelter at one time. Getting animals vaccinated is an important public health and safety service and helps pets live happy, healthy lives.

Services: Rabies vaccination: $10; DA2PP (distemper combination for dogs) vaccination: $10; PRC (distemper combination for cats) vaccination: $10; and microchip: $10.

This service is only open to Minneapolis residents who have or buy a current pet license. Residents can sign up for an appointment using this form or by calling 311 or MACC at 612-673-6222. Appointments are available 1:00-4:00pm on most Mondays, Wednesdays and Fridays.

Polling Place Changes

50 polling locations throughout Minneapolis are changing for both the 2020 Primary and General Election. Of the 50 relocated polling places, 16 were in senior homes, high-rises and other residential sites and another 32 had insufficient space for people to keep at least 6 feet apart. Double check your polling place today at pollfinder.sos.state.mn.us

Vote by Mail

All Minnesota voters are eligible to vote by mail, no reason needed. This year in particular, we encourage you to stay safe and minimize direct contact with others while exercising your civic duty. It only takes a couple minutes to request absentee ballots, which will arrive with postage-paid envelopes for return. Complete the vote by mail application online here.   You can even track the status of your ballot and confirm that it was received and accepted without problem.

Pick up a Free 20 is Plenty Yard Sign

Did you know that both Minneapolis and Saint Paul are in the process of implementing new, lower speed limits to support safer streets? Starting this fall, the new speed limit will be 20 mph in both cities unless otherwise signed. Many busier streets already have new 25 mph speed limit signs installed. To help get out the word out, you can pick up a free “20 is Plenty” yard sign at any Minneapolis Fire Station, Monday through Friday from 9:00 am to 7:00 pm from July 6 to July 24 while supplies last. Due to COVID-19, signs will be available outside the stations for no-contact pickup. Signs come with metal stands. Find your nearest fire station here.

Armatage Safety Rebate Program Turns Two!

Cheers to two years of the Armatage Safety Rebate program! Since starting in July 2018, we’ve given out 180 residential rebates and 3 business rebates and counting.

How it works: to increase neighborhood safety, the ANA provides a rebate for the first $100 in expenses for eligible home safety improvements per address per calendar year (no lifetime cap). The residential program is open to both renters and homeowners.  For businesses, the rebate is up to $1,000/ year for businesses ($2,000 lifetime cap). Upcoming Trainings on Resilience, Peace and Healing Racial Trauma

When terrible things happen, like racism, police brutality, and COVID-19, our peace has been stolen from us. Intro to STAR (Strategies for Trauma Awareness and Resilience) for Cultural Competence trainings teach how to build culturally competent peace back into our lives and communities with justice for all.

2-hour online trainings are led by the Minnesota Peacebuilding Leadership Institute and are partially funded by the City of Minneapolis’ Office of Violence Prevention to promote racial trauma healing, resilience, and restorative justice for all who live, work, and/or play in Minneapolis. Pay-what-you-can up to $30. Minnesota social workers, teachers, and nurses can earn 2 hours of continuing education for $45.

Revised City Budget Public Hearings

The City Council’s Budget Committee will hold two public hearings in July on proposed revisions to the City’s 2020 budget. Minneapolis faces a significant revenue shortfall as a result of the COVID-19 pandemic and needs to make cuts to the City’s roughly $1.5 billion budget. Community members can engage and share their voices in this process during two online public hearings:

  • 6:05 pm Tuesday, July 14
  • 10:00 am Wednesday, July 22

Minneapolis Minimum Wage Increases

The minimum wage in Minneapolis is now $11.75 for small employers (100 or fewer employees) and $13.25 for large employers (more than 100 employees).

National Night Out Postponed to Sept 15

Due to COVID-19, National Night Out has been postponed until September 15 this year. Block leaders can register their event and request to close their street here for this annual nationwide event that encourages residents to get out in the community, hold block parties and get to know their neighbors.

Donate Face Masks for Mask Drive Mondays

Minneapolis residents can still deliver homemade masks to their local fire station from 10:00am-2:00pm every Monday for Mask Drive Mondays.  Our closest fire stations are at 2810 W 50th St and 5410 Nicollet Ave S.

Please plan to stay 6 feet away from others when dropping off your donation. The City of Mpls will distribute the donated masks throughout Minneapolis to residents, organizations and businesses that are most in need.

Proposed Armatage Neighborhood Funding Cuts

The City of Minneapolis is considering a plan that would drastically reduce the annual funding for Armatage and many other neighborhoods. The last few months have reinforced how critical strong, local communities are and we believe there can be a better balance that will increase funding for equity while allowing small neighborhoods like Armatage to keep doors open.
