Aug 24 Meeting Recap

Thank you to all who joined the ANA Monthly Meeting this week!  5th Precinct Inspector Katie Blackwell, Crime Prevention Specialist Jennifer Waisanen, and Council Member Linea Palmisano all gave updates and answered questions. The investigation into the racist messages on milk jugs that have appeared around the neighborhood is ongoing.

The ANA Board approved a draft budget for an upcoming City Plan Modification, approved a final Equitable Engagement Template, and started sharing ideas for the future of the Safety Rebate Program as neighborhood funding starts to drop over the next few years. The Board also approved funds ($325) for 3-4 upcoming non-partisan Candidate Forums and Charter Amendment Educational Forums as well as for an interactive equity-focused activity at the Meet Your Community Helpers event in September ($225).

Postponed: Aug 26 Playground Reopening Celebration

Due to today’s stormy forecast, the Armatage Playground Reopening Celebration will be postponed to a date in September (TBD).  Stay tuned for the new date, which will be shared here, at armatage.org and on social media.  We’re excited to share free cold treats (donated by the ANA and Jonny Pops!) and celebrate the new play equipment with Armatage Elementary and the Minneapolis Park & Recreation Board soon!

The Mayor’s 2022 City Budget Proposal is Here

Mayor Frey has outlined his recommended City budget for 2022. The proposed $1.599 billion budget includes a 5.45% levy increase and a gradual $2.6 million increase for youth programming through the Minneapolis Park and Recreation Board, ongoing funding for the Office of Violence Prevention, and five recruit and cadet classes to bring new, community-oriented officers into the Minneapolis Police Department. The City Council will begin reviewing the proposed budget in mid-September.

Minneapolis Public Schools Travel Reimbursement for Families

Minneapolis Public Schools (MPS) is encouraging families who can transport their students to school on their own to do so. The district shared that sporadic school bus service is expected this fall due to a continuing shortage of bus drivers faced by school districts across the country. MPS will also offer travel reimbursements to families who are able to transport their students to and from school. Learn more at https://transportation.mpls.k12.mn.us/bus_reimbursement

Free COVID-19 Vaccines and $100 Gift Cards at the Fair

Haven’t gotten your COVID-19 yet? The strongest defense against the delta variant is through vaccination. The State of Minnesota will be offering $100 Visa gift cards on site to fairgoers who get their first FREE COVID-19 vaccine dose at the Community Vaccine Clinic at the Minnesota State Fair from Aug. 26 through Sept. 6.  No ID or insurance is needed – learn more here.

Free COVID-19 vaccines are available at Minneapolis Health Department clinic. Walk-ins are welcome, and the vaccinations are free. You don’t need insurance, you don’t need an appointment and you don’t need an ID. Learn more here.

Rent and Housing Assistance as the Eviction Moratorium Ends

MN law now requires a property owner or manager who intends on filing an eviction for non-payment of rent to provide a written notice to their renter, along with information about rental assistance, 15 days before filing an eviction proceeding with the courts between now and Oct. 12.

This new law also prohibits a property owner or manager from evicting a renter if the renter has a pending application for COVID-19 emergency rental assistance at the state or local level until June 1, 2022. The renter must be able to prove that they’ve applied for rental assistance. Renters may apply for COVID-19 emergency rental assistance at renthelpmn.org or by calling 211.

Projects must meet the reuse and disposal criteria, the structure being demolished or renovated must have been built prior to 1970, and the size of structure or area of renovation must be 500 square feet or larger. Masks Required for Municipal Buildings

Here are our local mask requirements to follow in response to rising COVID-19 cases:

  • The City of Minneapolis now requires everyone over the age of two to wear a mask inside city municipal buildings.  Read more here.
  • For Hennepin County buildings, the requirement is that everyone age five and up wear a mask. See more about the Hennepin County guidlines here.
  • The Minneapolis Park & Recreation Board now requires masks for all staff and visitors ages two and older in all its buildings. Read more here.

Free Pet Adoptions for Cats & Dogs Over 6 Months

Minneapolis Animal Care & Control is waiving adoption fees for cats and dogs over six months old currently at the shelter. Visit the City’s website for more information.

Adoption details

Come prepared

  • To adopt you must be 18 years old with a valid form of identification.
  • Minneapolis residents must also provide proof of their current address and of current rabies vaccines for other pets (cats, dogs or ferrets).
  • Cats and small critters must leave in a carrier. You can bring a carrier or buy a cardboard transport box at the shelter. Dogs must leave on a leash. You can bring a leash and collar, or the shelter will provide a slip lead.

Summer Food Truck Night this Saturday

Our next neighborhood Food Truck Night is almost here! Five food trucks will be in the Armatage parking lot to take distanced orders. Swing by the ANA table for free paper marbling (seriously, it’s SO cool!), kids books generously donated by Jump! Library and an All Are Welcome Lawn Sign. Bring your blanket or chairs and find a spot in the park to picnic.

Community Listening Sessions on City’s Response to 2020 Protests: Today at 1:30pm

Minneapolis residents are invited to one last listening session about the City’s response to the protests in May and June 2020 as part of an after-action review conducted by the Hillard Heintze team contracted by  the City.

During this session, the team members will introduce themselves and give an overview of the project’s objectives and anticipated outcome. Hillard Heintze facilitators will host breakout participation groups to hear the perspectives of all residents in attendance.

Household Hazardous Waste Collection

Hennepin County is collecting household hazardous waste for residents to safely and properly dispose of unwanted household and lawn and garden products including paints, chemicals, fluorescent bulbs, batteries and fuels.  Residents must wear masks and remain in their vehicles.

Drought Tip: Water Your Trees

During our drought, remember that trees – especially young trees – need watering any time it doesn’t rain an inch in a week.  Under the current sprinkling restrictions (see below), tree watering is allowed with a dripping hose, bucket or tree watering bag as needed.

Water Sprinkling Restrictions are in Effect

Sprinkling restrictions started in July for all Minneapolis residents and businesses! Check out the guidelines here and thank you for doing your part to conserve water during this drought!

Sprinkling Restrictions

  • Sprinkling lawns is NOT allowed from noon to 6 p.m. on any day.
  • On calendar days that are even numbers (examples: July 26 or Aug. 18), the even side of the street CAN sprinkle lawns outside of the noon to 6 p.m. time window. Examples: 1238 Oak St. or 2574 Cedar Ave.
  • On calendar days that are odd numbers (examples July 27 or Aug. 19), the odd side of the street CAN sprinkle lawns. Examples: 1247 Maple St. or 2561 18th Ave.

Exceptions

  • Bushes and flowers may be watered with a hand-held hose as needed.
  • Vegetable gardens and new sod (first two weeks from placement) may be watered on any day but not during the prohibited afternoon hours of noon to 6 p.m.
  • Trees may be watered with a dripping hose, bucket or tree watering bag as needed.

June 15 Meeting Recap

Thank you to everyone who attended our first outdoor meeting this week at Armatage Park!  Project Designer Francisca Pass gave an update on the Armatage Playground construction, which hit a couple delays and should now wrap up at the end of July. The ANA Board voted to spend $27,645.21 of its Park Improvement funds to cover the funding gap for the playground so it can be completed this summer. This donation from the neighborhood will go toward two more shade canopies and an accessible seesaw.

The Board also approved an amended budget for its 2021 Community Participation Program funding from the City of Minneapolis, discussed its upcoming application for the City’s new Equitable Engagement Fund, and approved $250 for live music at our upcoming Aug 14 Summer Food Truck Night.

History of Juneteenth

Thank you to Hennepin County Library for the following history of Juneteenth, which is now a new City holiday in Minneapolis!

Juneteenth is said to be the oldest African American celebration of emancipation from slavery. The Emancipation Proclamation was issued on January 1, 1863, but news of emancipation moved slowly. For the next 2½ years, enslaved Africans and Black abolitionists persevered in the struggle for freedom.

In Texas, formerly enslaved Africans celebrated their emancipation on June 19, 1865, and since then, Juneteenth has been remembered and celebrated as a holiday. From the late nineteenth century through today, typical Juneteenth celebrations across the country include parades, speeches by African American community leaders, singing of traditional songs such as “Lift Every Voice and Sing,” and dancing.

Free Hennepin County Food Waste Prevention Webinars

You’re invited to an upcoming webinar to help you learn how to make the most of their food with tips and tricks for shopping, storing, and cooking.

This webinar is part of Hennepin County’s goal to raise awareness of how much food is wasted and help our residents with saving money, setting a good example, and having a positive impact on the planet.  The webinars are about an hour long with time for questions. Minnesota Rent Help

RentHelpMN was created to help Minnesotans who have fallen behind on their rent or utility bills or fear that could happen. If you find yourself in this position, RentHelpMN is here to help. Eligible renters can receive assistance with rent and utility bills dated on or after March 13, 2020. If you qualify, you could receive up to 15 months of total assistance.

Find out if you qualify and apply at renthelpmn.org or by calling 211, which has dedicated multilingual staff available to answer questions from 8:00am until 8:00pm, Monday through Saturday.

Juneteenth

Thank you to Hennepin County Library for the following history of Juneteenth, which is now a new City holiday in Minneapolis!

Juneteenth is said to be the oldest African American celebration of emancipation from slavery. The Emancipation Proclamation was issued on January 1, 1863, but news of emancipation moved slowly. For the next 2½ years, enslaved Africans and Black abolitionists persevered in the struggle for freedom.

In Texas, formerly enslaved Africans celebrated their emancipation on June 19, 1865, and since then, Juneteenth has been remembered and celebrated as a holiday. From the late nineteenth century through today, typical Juneteenth celebrations across the country include parades, speeches by African American community leaders, singing of traditional songs such as “Lift Every Voice and Sing,” and dancing.

Public Hearing on American Rescue Plan Act Funding

The City Council’s Committee of the Whole will hold an online public hearing 6:05pm Wednesday, June 16 on Mayor Jacob Frey’s spending proposal for the first round of $271 million in federal funding awarded to the City of Minneapolis through the passage of the American Rescue Plan Act.

This is an online public hearing and community members are encouraged to register to comment at the City Council’s Committee of the Whole Public Hearing on June 16 at 6:05pm. Learn how to participate in the public hearing here and review Mayor Frey’s spending proposal here.

Armatage Playground Construction Update

Construction has begun and things are sure looking different at Armatage Park! The new play area should be completed and ready for use around July 12-16. Sign up for project updates at bit.ly/armatagepark

Pools & Beach Season is Here

Pools, water parks and beaches are opening up for the season! With dozens of wading pools, 12 beaches, two water parks, and the nation’s first natural swimming pool, Minneapolis parks provide all kinds of water fun. Armatage Park’s pool is scheduled to open after school ends.

Congratulations to newly-elected board member Janhel Leandre! Council Member Linea Palmisano addressed concerns on the trial, Roof Depot building in East Phillips, and charges files after recent carjacking arrests. Members of Armatage Reparations & Equity Action (AREA) shared how they’re helping more neighbors renounce racial housing covenants on their homes. Armatage Solar Workshop

The workshop is free to attend, will last approximately 60 minutes, and is open to all, whether you live in Armatage or not. Hennepin County Emergency Rent Assistance: Apply through March 19

Hennepin County is offering emergency rent assistance. Households with unpaid rent and low incomes may qualify. The deadline to apply is noon tomorrow (Friday, March 19). Click here to apply now.

While you can’t be evicted for not paying rent during Governor Walz’s executive order, rent is still due. When the order is lifted, people owing unpaid rent could be at risk for eviction. This is an initial short-term program for urgent needs. More help will be offered through a statewide COVID-19 Emergency Rent Assistance program opening later this month.


Renouncing Racial Housing Covenants

Not long ago, racial covenants barred anyone who wasn’t white from owning hundreds of Armatage homes. Armatage Reparations & Equity Action (AREA) is a new group of local neighbors raising awareness of the covenants and their legacy. Although unenforceable today, the covenants still shape Southwest Minneapolis in 2021.

AREA publicly launched in January and has inspired at least 17 Armatage households to renounce their covenants. They invite you to join them. In the weeks and months ahead, they will launch a variety of initiatives intended to counter the covenants’ long-term effects. Learn more at AREA1946.com or at the May 18 Armatage Annual Meeting.

The City of Minneapolis also recently launched the Just Deeds program to help ALL Minneapolis residents denounce racial housing covenants on their homes. Learn more and apply at https://www2.minneapolismn.gov/government/departments/attorney/just-deeds/

Low Cost Blue Thumb Spring Workshops

Blue Thumb is offering low cost DIY workshops again this spring. Topics include Bee Lawns, Resilient Yards and Planting for Pollinators. Attendees can get practical ideas for strengthening their yard while protecting the environment.

Staff from Metro Blooms, Blue Thumb’s parent organization, lead the workshops, which start in March. Each workshop costs $15 unless otherwise noted. Scholarships are available on request. Neighborhoods 2020 Guidelines Approved

The City Council has approved Neighborhoods 2020 program guidelines for equity, funding, and governance among City-supported neighborhood organizations. These guidelines are designed to create equitable communities in which all people are valued, all communities are engaged, and leadership mirrors the diversity of the city.

Thank you to the MANY Armatage neighbors who took the time to comment on Neighborhoods 2020 and the future funding.  The current budget proposal provides less than .25 of 1% of the entire City budget to be divided between the 70 Minneapolis neighborhood organizations. There is just one remaining virtual public hearing for people to share their thoughts on the Mayor’s recommended 2021 City Budget.  See below on how to attend and speak or submit a comment for the public record.

New Stay Home Order Takes Effect Friday

Tomorrow (Friday, November 20), new statewide restrictions will go into effect to combat the dangerous spike in COVID-19 cases that has occurred this fall. Some of these changes include:

  • All bars and restaurants will end dine-in service and operate exclusively with takeout or delivery. This is a great opportunity to support our neighborhood businesses by getting take out!
  • Fitness centers and gyms will be closed.
  • Adult and youth sports practices and competitions will be paused (professional and collegiate sports will continue).
  • Minnesotans should not gather with anyone outside their immediate household, whether indoors or outdoors.
  • During the next four weeks, no person outside of the immediate household be brought into your home, except if certain exceptions apply.
  • Weddings, funerals, and other similar planned ceremonies can be held with the current rules in place, but all receptions and gatherings around these ceremonies must be canceled or postponed.

Vote in the August 11 Primary

Many polling places in Minneapolis have changed for the August 11 Primary AND November 3 General Election, including in our neighborhood! If you previously voted at the Armatage Community Center, your polling place is now on the opposite side of the building at Armatage Montessori.  Know where to vote on Election Day, see a sample ballot, and read voter tips at pollfinder.sos.state.mn.us. Don’t forget your mask!

Vote Early In-person

You can still visit the Minneapolis Early Vote Center (980 East Hennepin Ave, Minneapolis MN 55414) through August 10 to vote early in person. Hours are currently Monday-Friday from 8:00am – 4:30pm and Saturday from 9:00am – 4:00pm.  All the details you need to vote early are posted at vote.minneapolismn.gov.

Become an Election Judge

Election judges are needed at polling places. Any eligible voter who can read, write and speak English can apply – and multilingual judges are particularly important. Judges receive training and are paid for their time. Hennepin County is working to ensure polling places are safe for both voters and election judges during this COVID-19 pandemic. No Contact Drop-off for Absentee Ballots

Not sure your absentee ballot will make it in time for the primary? Minneapolis Elections and Voter Services has a great no-contact option for you! Bikers and pedestrians welcome to drop-off at the hours above.

No ballots may be dropped off at polling places on Election Day so if you need to drop off your ballot on Tuesday, August 11, you must deliver it by 3:00pm to the City of Minneapolis office at 980 East Hennepin Avenue or to the Hennepin County Government Center at 300 South 6th Street.

Save the Date: Sweet Treats in the Park

Grab your mask and come to Armatage Park for a new safe and distanced neighborhood event – Sweet Treats in the Park on Sunday, August 23 from 5:30-7:30pm.  Food Trucks Sonny’s Ice Cream and Thumbs Cookies & Milk will take orders in the parking lot while practicing new safety guidelines and distanced ordering.

Thanks in advance for following our safety guidelines to wear a mask during the event, maintain *at least* 6 feet of distance from everyone outside of your household, follow signs and use the pre-marked spaces to wait in line, and eat away from others in the park (or bring your treats home!).


New Round of Hennepin County Small Business Grants

A new round of small business relief grants is open through Hennepin County Government.

Eligible small businesses can apply for up to $15,000 and funds can be used for rent or mortgage, utilities, PPE and more costs related to re-opening safely. Learn more and apply at www.hennepin.us/business-support by Wednesday, August 12 at noon.


Census Takers Start Door-to-door Outreach on August 11

On August 11, enumerators (also known as census takers) will begin going to households to help those who have not yet completed the census. If you do not want someone to come to your door, you can still complete the census:

Census takers will only visit households until September 30. Let’s make sure our community is seen and heard. Be counted now, so we have the resources we need for education, healthcare, housing and other vital services for the next 10 years.

Distanced National Night Out: September 15

Minneapolis National Night Out is officially rescheduled for September 15 this year due to COVID-19. Learn more about registering your event at minneapolismn.gov/nno/nno_register. Here are some ideas for safe and distanced block gatherings:

  • Be out in front yards at the same time to see one another, pop over for a brief conversation, etc.
  • Meet a neighbor you don’t know yet (masks on, 6+ feet apart)
  • Reconnect with 2 neighbors you do know (masks on, 6+ feet apart)
  • Pick up 3 pieces of litter
  • Clean up a storm drain of leaf/tree debris
  • Chalk a picture on your sidewalk
  • Play a song with an instrument or speakers in your front yard for others to enjoy (be mindful of adjacent neighbors doing this to not complete and take turns)
  • Put out a few balloons or other decorations to make the block festive
  • Share an interesting “show and tell” in your front yard for other neighbors  (a chicken, another interesting pet, a historical novelty, a favorite book of yours, etc.; No touching, just looking)
  • BYO food, drinks and chairs


Hennepin County Deconstruction Grants

To help divert waste from landfills, Hennepin County has grants available for homeowners and developers to deconstruct buildings to salvage building materials rather than demolish them. Homeowners and developers of residential properties can receive up to $5,000 to help offset the additional costs associated with deconstruction.

Grants are available for demolition or renovation projects that are 250 square feet or larger on structures built prior to 1970. Learn more about the grants including eligibility and requirements at hennepin.us/deconstruction.


Low-cost Pet Vaccinations Available

Minneapolis Animal Care & Control is now offering low-cost pet vaccinations by appointment only to follow safe COVID-19 guidelines and ensure there aren’t too many people in the shelter at one time. Getting animals vaccinated is an important public health and safety service and helps pets live happy, healthy lives.

Services: Rabies vaccination: $10; DA2PP (distemper combination for dogs) vaccination: $10; PRC (distemper combination for cats) vaccination: $10; and microchip: $10.

This service is only open to Minneapolis residents who have or buy a current pet license. Residents can sign up for an appointment using this form or by calling 311 or MACC at 612-673-6222. Appointments are available 1:00-4:00pm on most Mondays, Wednesdays and Fridays.


Emergency Rent Assistance & Evictions Suspended Through Aug 12

With the extension of MN’s peacetime emergency through August 12, evictions are suspended but rent is still due so please continue to share this resource widely.
