Get your pressing recycling questions answered, learn about fire safety, talk with our MPD 5th Precinct staff about community safety, explore the inside of a USPS mail truck or an ambulance, share what equity in Armatage means to you, get an All Are Welcome Here lawn sign, weigh in on the neighborhood Bylaws & Funding Plan, learn about the proposed charter amendments, and lots more. Plus, Sparrow Cafe and Thumbs Cookies will both be on-site with treats!

Weigh in on the Draft Bylaws & Funding Plan Through Oct 15

This fall, the Armatage Neighborhood Association needs your help!  The ANA will update its governing bylaws in order to comply with the City of Minneapolis’s new funding program. The ANA has ALSO drafted a neighborhood funding plan (called a Plan Modification) to shift more funds to long-term community engagement and staffing budgets to enable the ANA to operate as long as possible. We hope to have as many community members vote on both during the public comment period, which runs through October 15.

Minneapolis American Rescue Plan Act Funding Survey

The City of Minneapolis is seeking feedback from residents, businesses, and community organizations as it considers funding priorities for the second round of American Rescue Plan Act funding awarded to the City to address economic and public health impacts from the pandemic.

The survey will be open through Friday, September 24. Results will assist City leaders as they determine funding priorities for the remaining federal funding awarded to the City. Take the survey to rank funding priorities here.

Neighborhood Funding

Base funding for neighborhood organizations like the Armatage Neighborhood Association will drop to $15,000/year in 2022 and just $10,000/year in 2023. When taking the survey, please consider asking for more neighborhood funding. Crunched for time? A sample comment for the survey is included below:

Neighborhood organizations play a key role in our city through their community work, communications and advocacy. They will no longer be able to do that without increased investment in their basic operating budgets. Please use the American Rescue Plan Act Funding to ensure neighborhoods are funded at a base minimum of $25,000 per year. Their work benefits our communities and the entire city of Minneapolis and together they help meet the goals of the stated priorities in this survey.

For a limited time, the City of Minneapolis Sustainability Division is offering FREE Home Energy Squad visits for residents living in 1-4 unit homes, including renters. A team of energy experts will evaluate energy saving opportunities in your home and install materials to help you start saving on the spot. These upgrades can include door weather stripping, high-efficiency water fixtures, LED bulbs and a programmable or smart thermostat.

If the Home Energy Squad recommends insulation or air sealing, you will receive a personalized quote and an opportunity to schedule the work with a qualified contractor. Minneapolis residents also have special access to 0% APR financing to complete insulation and air sealing work, or to upgrade to heat pump electric water heaters, air source heat pumps, or solar. Minneapolis Public Schools Travel Reimbursement for Families

Minneapolis Public Schools (MPS) is encouraging families who can transport their students to school on their own to do so. The district shared that sporadic school bus service is expected this fall due to a continuing shortage of bus drivers faced by school districts across the country. Bylaws & Funding Plan

Bylaws & Funding Plan Approved

Thank you to everyone who weighed in on the new Armatage Neighborhood Association Bylaws and Funding Plan (also called a Plan Modification).

Both the new Bylaws and the Funding Plan that shifts $65,000 in funds from repaid home loans to the neighborhood’s community engagement and staffing reserves were approved by the ANA Board on October 19, 2021.

Public Comment Period

The ANA held a public comment period from September 15 – October 15 to get input from the community on the proposed Bylaws and Plan Modification. Feedback was overwhelmingly positive on both and gathered through an online voting form that was posted on this page and at the Meet Your Community Helpers event on September 25.

The ANA Board met to discuss the community feedback received and make a final vote to approve on October 19. Thank you to everyone who took the time to weigh in and make their voice heard!

The Mayor’s 2022 City Budget Proposal is Here

Mayor Frey has outlined his recommended City budget for 2022. The proposed $1.599 billion budget includes a 5.45% levy increase and a gradual $2.6 million increase for youth programming through the Minneapolis Park and Recreation Board, ongoing funding for the Office of Violence Prevention, and five recruit and cadet classes to bring new, community-oriented officers into the Minneapolis Police Department. The City Council will begin reviewing the proposed budget on September 13.

Employment Resources

Many Minnesota residents have been receiving extended unemployment benefits under a federal program called Pandemic Emergency Unemployment Compensation (PEUC). The federal law that authorized the PEUC program will expire September 4, which means that these benefits will end.

Staff there can help you update your resume, navigate online job sites and find jobs that are a good fit for you. You may be eligible for Dislocated Worker Services if you have been laid off (didn’t quit or were not fired), are unlikely to return to your previous occupation or industry, and/or are eligible to receive unemployment insurance benefits. Find more information.

Rent and Housing Assistance as the Eviction Moratorium Ends

MN law now requires a property owner or manager who intends on filing an eviction for non-payment of rent to provide a written notice to their renter, along with information about rental assistance, 15 days before filing an eviction proceeding with the courts between now and Oct. 12.

This new law also prohibits a property owner or manager from evicting a renter if the renter has a pending application for COVID-19 emergency rental assistance at the state or local level until June 1, 2022. The renter must be able to prove that they’ve applied for rental assistance. Renters may apply for COVID-19 emergency rental assistance at renthelpmn.org or by calling 211.

This fall, Minneapolis votes on three charter amendments that will determine the future of public safety, rent control, and the structure of our local government. Confused? The Charter Education Team, a partnership of Southwest Minneapolis Neighborhood Organizations, will host two public forums about these amendments during the week of October 12th. Advocates in favor of and opposed to each charter amendment will make their case, and help you decide which way to vote. The forums will be held in a hybrid format, with an online stream and limited in-person attendance (COVID conditions permitting).

Armatage Halloween Tour Ends Saturday

The 2020 Election Ends on Tuesday, November 3

Voting looks pretty different this year due to COVID-19 but Minneapolis Elections and Voter Services has got you covered with safe drive through ballot drop-offs all over Minneapolis and two new early voting locations!

Have you voted yet?  If not, make your plan to return your absentee ballot and track that it was counted, vote early in person by November 2 at one of the four early vote centers in Minneapolis, or vote in person at your polling place next Tuesday. Halloween Safety

Looking to celebrate Halloween in a safe, socially distant way? The City of Minneapolis has this handy graphic to help! We hope you check out the Armatage Halloween Tour as part of your safe holiday activities. If you do plan to trick or treat, follow these tips to keep you and your neighbors safe: 

  • Stay home and don’t hand out treats if you or anyone in your household feels sick.
  • Wear a mask that covers your nose and mouth, avoid crowds, and keep 6+ feet of distance from other trick-or-treaters and neighbors.
  • Instead of a grab bowl or answering your door, have treats spaced out on a table in your yard or create a candy chute to deliver treats from a distance.

Apply for a Minneapolis Board or Commission by Nov 1

Six major boards and commissions are seeking applications for people to help shape important City decisions. Most of the boards and commissions below meet between one and four times a month.

Examples of past board and commission work includes reviewing a proposed charter amendment related to the creation of a Department of Community Safety & Violence Prevention (Charter Commission), comparing national best practices with current MPD policies for officer interactions with those experiencing mental health crises (Police Conduct Oversight Commission), and reviewing zoning changes to allow new affordable housing options (Planning Commission).  Read more here.

Next Steps and Timeline

Now that the public comment period has closed on the Neighborhoods 2020 draft program guidelines, the City is reviewing the 244 public comments received and creating a summary. The comments and summary will be available on the Neighborhoods 2020 webpage before the City Council discusses the program guidelines, votes on November 13, and then discusses the funds needed to implement the program as designed during the City budget process.

Timeline of next steps:

  • Nov. 5: Public Health and Safety Committee public hearing and presentation.
  • Nov. 12: Budget Committee presentation to discuss the program allocations and base funding amounts.
  • Nov. 13: Full City Council vote.

Apply for a Safety Rebate

The Armatage Neighborhood Association offers rebates to residents for up to $100 per calendar year for eligible home safety updates. If you’ve been thinking about upgrading your exterior lighting, deadbolt locks, adding outdoor security cameras, check our list of eligible expenses and apply for a Safety Rebate before December 31 to take advantage of the 2020 program. If you’ve already gotten a rebate this year, you’ll have the opportunity to apply again in January.

The Resident Safety Rebate program is open to both renters and homeowners and the Business Safety Rebate program is open to any business operating in Armatage.

Borrow the Neighborhood Thermal Camera

As the weather gets colder, we all feel the drafts and air leaks at our homes, rentals and businesses a bit more. Thanks to a project in the neighborhood led by Armatage resident Milo Oien-Rochat, you can check out our neighborhood’s shared thermal camera to pinpoint temperature-related energy waste in your home, business, or apartment.

Visit armatage.org/programs/thermal-camera/ to learn more and sign up to get a quick tutorial and check out the camera this fall. This project was funded by the Armatage Mini Grant program.

Transforming Community Safety Engagement Plan

The City Council approved a community engagement plan to get feedback on improving our public safety system, alternatives to policing and police responses, public health-oriented violence prevention, and law enforcement reforms and/or changes to protocols and practices. The plan has four phases and is led by the Office of Violence Prevention (read more here):

  1. Phase One (October-December 2020): A community survey and public forums. Initial findings and a draft vision will be presented to the City Council in early December.
  2. Phase Two (January-March 2021): Public forums to review the goals established in the first phase plus a deeper dive into ideas for a new public safety model.
  3. Phase Three (April-May 2021): Opportunities to offer feedback on draft recommendations at public forums and online.
  4. Phase Four (June-July 2021): Finalize recommendations, incorporate feedback gathered throughout the engagement process, and give a final report to the City Council on strategies for building a new model for community safety.

Shelter for People Experiencing Homelessness

Partners from the City of Minneapolis, Hennepin County and State of Minnesota are coming together to help people experiencing homelessness find shelter as winter weather arrives. Here are a few facts – learn more and find phone numbers to call for shelter here.

  • In 2002, 1,300 people experiencing homelessness and counting have found permanent housing.
  • City, county, state and philanthropy will invest $55 million to open at least seven sites to provide emergency shelter, low-barrier housing and protective housing for people experiencing homelessness, as well as enhance existing shelters and expand support services and street outreach.
  • An additional 670 units of very affordable housing designated for people experiencing homelessness will have opened or begun construction by the end of this year.

October 20 Meeting Recap

Council Member Linea Palmisano and City of Minneapolis staff member Bob Cooper gave a quick update on the city budget process and Neighborhoods 2020 timeline. It is likely that the ANA will not know our 2021 city funding level until December. The board discussed how fall programs (the Fall Neighborhood Clean-up, Let’s Get Uncomfortable equity workshop, and Fall Food Truck Festival) went and plans for the upcoming Halloween Tour, which starts this Sudnay. The ANA will explore alternatives for lighting trees next to the rink at Armatage Park due to cost increases with out past vendor. A deeper discussion on the expectations and roles of the ANA Board and Committees will be on the agenda in November.

Sign up for Rec Plus at Armatage Park

Rec Plus provides school-age childcare for children in grades K-6 at Armatage Park from 2pm-6pm. Rec Plus operates after school, on school release days and during the summer.

Program components have been modified to meet CDC and MDH guidelines, including mask requirements for staff and children in accordance with Executive Order 20-81. Activities have been modified for social distancing and include games, sports, arts and crafts, and nutritious snacks. Vote in the August 11 Primary

Many polling places in Minneapolis have changed for the August 11 Primary AND November 3 General Election, including in our neighborhood! If you previously voted at the Armatage Community Center, your polling place is now on the opposite side of the building at Armatage Montessori.  Know where to vote on Election Day, see a sample ballot, and read voter tips at pollfinder.sos.state.mn.us. Don’t forget your mask!

Vote Early In-person

You can still visit the Minneapolis Early Vote Center (980 East Hennepin Ave, Minneapolis MN 55414) through August 10 to vote early in person. Hours are currently Monday-Friday from 8:00am – 4:30pm and Saturday from 9:00am – 4:00pm.  All the details you need to vote early are posted at vote.minneapolismn.gov.

Become an Election Judge

Election judges are needed at polling places. Any eligible voter who can read, write and speak English can apply – and multilingual judges are particularly important. Judges receive training and are paid for their time. Hennepin County is working to ensure polling places are safe for both voters and election judges during this COVID-19 pandemic. No Contact Drop-off for Absentee Ballots

Not sure your absentee ballot will make it in time for the primary? Minneapolis Elections and Voter Services has a great no-contact option for you! Bikers and pedestrians welcome to drop-off at the hours above.

No ballots may be dropped off at polling places on Election Day so if you need to drop off your ballot on Tuesday, August 11, you must deliver it by 3:00pm to the City of Minneapolis office at 980 East Hennepin Avenue or to the Hennepin County Government Center at 300 South 6th Street.

Save the Date: Sweet Treats in the Park

Grab your mask and come to Armatage Park for a new safe and distanced neighborhood event – Sweet Treats in the Park on Sunday, August 23 from 5:30-7:30pm.  Food Trucks Sonny’s Ice Cream and Thumbs Cookies & Milk will take orders in the parking lot while practicing new safety guidelines and distanced ordering.

Thanks in advance for following our safety guidelines to wear a mask during the event, maintain *at least* 6 feet of distance from everyone outside of your household, follow signs and use the pre-marked spaces to wait in line, and eat away from others in the park (or bring your treats home!).


New Round of Hennepin County Small Business Grants

A new round of small business relief grants is open through Hennepin County Government.

Eligible small businesses can apply for up to $15,000 and funds can be used for rent or mortgage, utilities, PPE and more costs related to re-opening safely. Learn more and apply at www.hennepin.us/business-support by Wednesday, August 12 at noon.


Census Takers Start Door-to-door Outreach on August 11

On August 11, enumerators (also known as census takers) will begin going to households to help those who have not yet completed the census. If you do not want someone to come to your door, you can still complete the census:

Census takers will only visit households until September 30. Let’s make sure our community is seen and heard. Be counted now, so we have the resources we need for education, healthcare, housing and other vital services for the next 10 years.

Distanced National Night Out: September 15

Minneapolis National Night Out is officially rescheduled for September 15 this year due to COVID-19. Learn more about registering your event at minneapolismn.gov/nno/nno_register. Here are some ideas for safe and distanced block gatherings:

  • Be out in front yards at the same time to see one another, pop over for a brief conversation, etc.
  • Meet a neighbor you don’t know yet (masks on, 6+ feet apart)
  • Reconnect with 2 neighbors you do know (masks on, 6+ feet apart)
  • Pick up 3 pieces of litter
  • Clean up a storm drain of leaf/tree debris
  • Chalk a picture on your sidewalk
  • Play a song with an instrument or speakers in your front yard for others to enjoy (be mindful of adjacent neighbors doing this to not complete and take turns)
  • Put out a few balloons or other decorations to make the block festive
  • Share an interesting “show and tell” in your front yard for other neighbors  (a chicken, another interesting pet, a historical novelty, a favorite book of yours, etc.; No touching, just looking)
  • BYO food, drinks and chairs


Hennepin County Deconstruction Grants

To help divert waste from landfills, Hennepin County has grants available for homeowners and developers to deconstruct buildings to salvage building materials rather than demolish them. Homeowners and developers of residential properties can receive up to $5,000 to help offset the additional costs associated with deconstruction.

Grants are available for demolition or renovation projects that are 250 square feet or larger on structures built prior to 1970. Learn more about the grants including eligibility and requirements at hennepin.us/deconstruction.


Low-cost Pet Vaccinations Available

Minneapolis Animal Care & Control is now offering low-cost pet vaccinations by appointment only to follow safe COVID-19 guidelines and ensure there aren’t too many people in the shelter at one time. Getting animals vaccinated is an important public health and safety service and helps pets live happy, healthy lives.

Services: Rabies vaccination: $10; DA2PP (distemper combination for dogs) vaccination: $10; PRC (distemper combination for cats) vaccination: $10; and microchip: $10.

This service is only open to Minneapolis residents who have or buy a current pet license. Residents can sign up for an appointment using this form or by calling 311 or MACC at 612-673-6222. Appointments are available 1:00-4:00pm on most Mondays, Wednesdays and Fridays.


Emergency Rent Assistance & Evictions Suspended Through Aug 12

The Armatage Art Journal is Here

Thank you to our neighbors who submitted their artwork and creations to help document this unique moment of time in Armatage. We’ve been hard at work organizing submissions and the final journal is ready! Visit armatage.org/art to download a PDF or EPUB e-book format of the Art Journal.

About the Art Journal: submissions were collected during May and June during quarantine from COVID-19 and the civil unrest in Minneapolis. We were blown away by the creativity and beauty that we received and hope you are, too. Huge thanks to our Coordinator, Lauren Anderson, for layout and design and to Board Members, Joel Federer and Donte Mearon, for their leadership and hard work on this project.

You Could Lose Your Neighborhood Association. We Need Your Help.

Funding for neighborhood organizations like the ANA expires this December. The City is considering a new funding plan that would add equity goals for neighborhoods’ work and increase funding for areas of the city that need it most. But it would also drastically reduce the annual base funding for Armatage and many other neighborhoods to such a degree that core services will be in jeopardy.

If you value the ANA and our continued work in the neighborhood, please take a few minutes to comment before the deadline of September 30, 2020 at 11:59pm. New Native Plant Rebates

The ANA and Green Team are so excited to launch our first-ever Native Plant Rebate program to increase pollinator habitat throughout the neighborhood! Now through September 30, you can purchase native plants locally and apply for a 50% rebate from the ANA up to $20/household.

Armatage Adopt a Storm Drain Challenge

Minneapolis had its higher primary voter turnout in 50 years! Of the 130,888 ballots, 65% of them were cast early through vote by mail or early voting. Here’s everything you need to know to stay safe and exercise your right to vote this fall:
