Security Rebate Program for Residents

Summary

The Armatage Neighborhood Association (ANA) provides a rebate for the first $100 in expenses for eligible improvements per address per calendar year. As of January 1, 2022, the program will have a $200 lifetime cap per address for residents (both renters and homeowners).

Our goal with these changes is to help as many neighbors make home safety updates as possible while keeping the program operating despite decreased funding.


Rebate Criteria

All residential properties in the Armatage neighborhood, both owned or rented, may receive a rebate. Multiple applications may be submitted, but the total of rebates for any address is limited to $100 per property per calendar year until reaching a $200 per address lifetime cap. ANA reserves the right to verify through inspection that claimed work/purchases were, in fact, installed. 

Eligible Improvements (examples):

  • Exterior security/motion lighting fixtures including any necessary wiring and electrical work
  • Exterior steel security doors, including garage access doors
  • Deadbolt locks (either chain or bolt) on exterior doors, including garage access doors
  • Smoke detectors, carbon monoxide (CO) detectors, radon testing kits or associated test fees.
  • Window or sliding door security locks or security restraints
  • Security bars on garage windows or on windows not facing the street
  • Initial installation of a home security system/service (but not the monthly monitoring fees)
  • Fire extinguishers
  • Exterior cameras including doorbell cameras

NOT Eligible:

  • Storm or combination doors not of the all-steel “security” type, even if lockable
  • Door handles or locksets that do not include a deadbolt.
  • Tools
  • Rental charges
  • Personal installation time or “sweat equity”
  • Monthly monitoring or service fees
  • Batteries, light bulbs or other consumables

Rebate Process

Residents submit a completed form along with original receipts (online or by mail). Digital images of receipts are accepted. The ANA verifies compliance and issues a rebate check. ANA retains all submitted forms and attachments. If a rebate is denied, a resident may bring an appeal before the ANA.

Be sure to attach a digital copy of your receipt(s). PDFs, screen shots and digital images of receipts are accepted. Eligible receipts must be dated within the calendar year the rebate is requested. Please allow the ANA thirty (30) days to process this request and issue your check.

Summary

To provide an incentive for area businesses to make security enhancements, making Armatage neighborhood more secure and less attractive to criminals. The Armatage Neighborhood Association (ANA) will provide a rebate for the first $1,000 in expenses for eligible improvements per address per calendar year. 


Rebate Criteria

All businesses in the Armatage neighborhood are eligible to receive a rebate. Multiple applications may be submitted, but the total of rebates for any business is limited to $1,000 per calendar year, with a $2,000 lifetime max. ANA reserves the right to verify through inspection that claimed work/purchases were, in fact, installed.

Eligible Improvements (examples):

  • Safety equipment such as:

With income tax filing season in full swing, the Minnesota Department of Revenue is warning taxpayers of a recent over-the-phone phishing scam. Taxpayers should beware of phone calls from a scammer claiming to be from the department who demands immediate payment of tax debts.

Phishing (as in “fishing for information” and “hooking” victims) is a scam to trick taxpayers into revealing personal and financial information which can be used to steal the taxpayer’s identity and swindle them out of money.

When contacting you the department will not:

  • Demand immediate payment without first mailing a letter.
  • Demand that you pay taxes and not allow you to question or appeal the amount you owe.
  • Require that you pay your taxes a certain way. For instance, require that you pay with a prepaid debit card.
  • Threaten to call the police or other law enforcement agencies to arrest you for not paying.

Use caution and NEVER provide personal information unless you are absolutely sure the situation is legitimate.

Clean Water Landscaping Grants

In the middle of winter we’re thinking spring at MCWD. To better serve you, our cost share grant program will now accept applications for clean water landscaping projects at designated times throughout the year.

The spring deadline for non-homeowner grant applications is coming up on March 18. Homeowner applications are due June 17. Another round of applications for non-homeowner projects will be accepted in the fall. The grants are available to any person or organization within MCWD. Learn more and apply here.



Taxpayers take note: If you made energy efficiency improvements to your home in 2015, or if you are planning upgrades in 2016, you may be eligible for a federal tax credit of up to $500.

The Residential Energy Efficiency Tax Credit originally expired at the end of 2014. But Congress recently renewed the credit, making it retroactive to January 1, 2015, and extending it to December 31, 2016. Learn more!

January Meeting Highlights

Quarterly Safety Update

Jennifer Waisenen, our Crime Prevention Specialist, presented 2015 crime statistics. Compared to 2014 we were almost identical for total numbers of Part 1 Crimes that took place at 71. A map was handed out showing the location and Part 1 Crime classification for these incidents. She shared some breakdown details to help clarify a couple categories noted below.

  • Homicides (0)
  • Rape (3) NOTE: all were known to the victim/family
  • Robbery (0)
  • Aggravated Assault (3) NOTE: all domestics
  • Burglary (20)
  • Larceny (42) NOTE: 14 were thefts from cars
  • Auto Theft (1) NOTE: occurred near the end of December, car left running
  • Arson (2) NOTE: park dumpsters (kids involved were caught)

We had a noted drop in unforced entries, so people are locking their doors and garages. Our next safety update will be in April.

Regular Meeting

The ANA has set some community engagement goals for 2016. They will include:

  • Hosting a neighborhood happy hour
  • Trying to connect better with both renters and older residents.
    • Establishing relationships with rental owners/managers
    • Getting our paper newsletter delivered into apartment complexes
    • Creating programming at the park for older residents (survey in progress)
  • Improving neighborhood organics recycling involvement to 40% (currently at 32.7%)

Planning for our annual Summer Festival will kick off on Wednesday, February 3 at 7:00pm in the park building. Anyone is welcome to attend.

Armatage will host a table at the Southwest Home Improvement Fair on Saturday, March 26 from 10:00am-2:00pm at Burroughs School.

The FixIt Loan program has now pooled all remaining dollars from the involved neighborhoods, so any resident from the four areas can apply for these funds for home improvement projects.


Park Programming for Older Residents

The ANA and our neighborhood park want to offer programming to older residents that they would like to participate in! Some ideas we have come up with are listed below. Let us know what interests you!

Help for Dislocated Workers

The MN Teamsters Service Bureau is a nonprofit organization providing services, not only to Teamster members, but  also to Dislocated Workers throughout the metropolitan area.

We hold contracts with the state to provide career counseling, training, and placement services to laid off workers qualifying for unemployment insurance. We have funding to serve such individuals in your neighborhood. Learn more online.


Interested in becoming a Minneapolis CERT Volunteer?

Or learning about how to prepare for a disaster?  CERT (Community Emergency Response Team) is an opportunity to learn about how the emergency response system works, how to prepare for a disaster – everything from what supplies to have in your disaster preparedness kit, to how to use a fire extinguisher – and how you can support emergency responders in case of a large disaster.  The course is great for individual preparedness, as well as those wanting to be part of a disaster response team.

Steps to become a Minneapolis CERT Volunteers:

  • Take the FREE online FEMA introductory course, “IS317: Introduction To Community Emergency Response Teams
    • Once completed, print out the Certificate of Completion and bring a copy to class
    • It’s RECOMMENDED that you take this online course before starting the in-class sessions, but NOT REQUIRED
    • Complete 5 in-classroom sessions on various CERT topics, all held from 6-8pm at the Minneapolis Police 5th Precinct. The dates of the classes and the topics are listed below.

Home Tour needs nominations soon

The Minneapolis & Saint Paul Home Tour, April 30-May 1, 2016, is accepting nominations at www.MSPHomeTour.com, click on “submit a home” for the option to apply online. Or request an application by calling Margo Ashmore at 612-867-4874.

For 11 hours, homeowners and contractors open their doors to share ideas with other home enthusiasts, based on their remodeling experience. Visitors are particularly interested in period-accurate restoration and expansions sensitive to the surroundings. Being on the tour gives homeowners great feedback as well as the incentive to finish those last few projects.

If you or someone you know needs more information, contact coordinator Margo Ashmore at mfashmore@aol.com. Organizers want to have visited nominated homes by early February, so inquire “today.” Later nominations will be considered if they help reach tour goals.

Store To Door

Store To Door is a nonprofit grocery shopping and delivery service to seniors  age 60+, delivering groceries throughout the seven County metro area.  We are committed to giving seniors personal, reliable access to their choice of food and household essentials so they can continue to live in their homes.

Do you have a home that could be on the tour?

The tour will be April 30-May 1, but the deadline  for consideration is January 15.

The tour started 29 years ago and maintains mission encouraging people to stay in the city. Real homeowners open their doors offering examples of how to renovate and expand existing housing stock. It’s a great way to meet contractors and architects, encouraging more quality projects. In recent years, we’ve strengthened a preservation/history focus.
