November 19 Meeting Recap

Welcome to new Armatage & Kenny Park Director, Jordan Nelson.  Jordan comes from Van Cleve Park near the University of Minnesota. We’d also like to extend a huge thank you to outgoing director Nikki Friederich who has been an wonderful leader for Armatage & Kenny and is moving to Creekview Park.

The ANA presented an overview of the draft funding plan, its community engagement efforts this fall, a summary of the feedback received, and the final proposed plan. Over the past 5 weeks, 160 community members weighed in on the funding plan with an overall approval rate of 89.4%.  Based on the comments received, the plan stayed consistent and the remaining $15,000 was allocated to the following priorities:

  • An extra $7,000 to Traffic Calming & Pedestrian Safety, bringing the plan total to $17,000,
  • $4,000 to Park Improvements (joining the $24,000 approved for parks in previous years by the ANA),
  • $4,000 to Environmental & Greening Programming.

The final plan was discussed and approved unanimously. It will now head to the City for legal review and final approval this winter. Please contact the ANA at 612.466.0296 or anacoordinator@armatage.org with any questions.


E Line Community Open House Tonight

Metro Transit will host an E Line Open House tonight, Thursday, November 21, from 4:00-6:00pm at Pershing Rec Center (3523 W 48th St).

Minnehaha Creek Community Open House Tonight

The Minnehaha Parkway Regional Trail Master Plan reconvenes tonight to review and discuss findings from a recently completed parkway traffic study. The master plan project paused in July to allow time for a study to be performed.

This meeting will provide space for the general public to converse with MPRB staff and the consultant team about the traffic study and the parkway west of Portland Avenue. The open house format does not include a formal presentation, so anyone can attend for any amount of time between 6:00 pm and 8:00 pm.

Tree Lighting & Supply Drive for Crisis Nursery

While the ANA isn’t hosting a Tree lighting event this year, the annual neighborhood-sponsored holiday lights are up in Armatage Park along the east side of the building.

You can still drop off new, unopened formula, diapers, pull-ups, children’s toiletries, new with tags clothing and more to benefit the Greater Twin Cities Crisis Nursery now through December 20. Check out the Crisis Nursery’s full donation wish list here and look for a donation bin in the lobby of the Armatage Rec Center.

Theodore Wirth House Tours

The Theodore Wirth Home and his park planning offices in Lyndale Farmstead Park will be open to the public for FREE guided tours on Sunday, November 24 from 12:00-4:00pm. Volunteers with Minneapolis Parks Legacy Society, working in cooperation with the Minneapolis Park and Recreation Board, would like to invite all of our neighbors to visit this historic site.

If you can’t make it this month, the house will be open again on December 8. Contact Joan at 612-275-8884 or joanberthiaume@msn.com with questions or for separate individual, group, and student tours, which may be scheduled by reservation only. Volunteers are appreciated.

Give Feedback on the Proposed City Budget

There are two more public hearings for people to share thoughts on Mayor Jacob Frey’s recommended 2020 City budget of $1.6 billion. The City’s revenues come from a variety of sources with property taxes accounting for about 23% of the budget.  Comments can also be submitted online to be shared with the Mayor and Council Members. The City Council is scheduled to vote on adopting the budget Wednesday, December 11.

Budget public hearings at City Hall:

  • December 4 at 6:00pm: Truth in Taxation hearing to get community input on the total levy amount.
  • December 11 at 6:00pm: Opportunity to respond to the City Council’s amendments, for Council to make any further changes based on that, and then a vote to adopt the 2020 budget.

Adopt A Storm Drain

Fall is an important time to keep leaves out of the gutter so they don’t get rush down the storm drain each time it rains. In the storm drain, leaves get carried to the Creek and eventually to Lake Hiawatha, adding the phosphorus that causes algae blooms.

If you haven’t already, consider the Adopt a Drain program and sign up to keep one or more storm drains on your street clear so that only water goes into it. You can adopt any drain that hasn’t already been adopted, even if it isn’t in front of your house! This interactive website helps you locate drains near you and adopt any that you choose: https://www.adopt-a-drain.org/ There are MANY drains that still need to be adopted in Armatage (shown in yellow below):

October 15, 2019 Meeting Recap

  • The ANA discussed upcoming park events and voted to approve funding to support Armatage Park’s Halloween event.
  • Minneapolis Regulatory Services staff members Clara Schmit-Gonzales and Mah Isaac spoke on their department, which includes Animal Care & Control, Fire Inspections Services, Housing Inspections, Traffic Control, and Operations and Engagement. Residents can reach Regulatory Services via 311.
  • Minneapolis Park & Recreation Board staff member Emma Paschutta spoke on the Parks for All 2020 Comprehensive Plan. 3,000 comments have been received and community members can continue to submit their dreams and visions for the Minneapolis parks system through comment boxes at all recreation centers and through an online survey.
  • City Council Member Linea Palmisano spoke on Vision Zero and the City’s efforts to lower the speed limit in Minneapolis, updates on Neighborhoods 2020, implementation of the 2040 Comprehensive Plan, and other upcoming city projects.
  • The ANA discussed its draft funding plan and outreach efforts for the 35 day comment period. The board approved funds for supplies and food at upcoming engagement events. Community feedback on the proposed plan will be accepted through November 15 – more info is listed below and at armatage.org/funds.

Funding for Neighborhood Organizations Expires in 2020

We need your help! Funding for neighborhood organizations is set to expire in 2020 and Minneapolis City Council is planning to vote soon on whether or not to continue funding neighborhood organizations, who provide many services to their communities including summer festivals, rain garden grants, micro grants, security rebates and more.

If you find value in these or other services provided by your neighborhood organization and would like funding to continue, please let City Council know with the sample letter at armatage.org/n2020

Change Matters – Sleep Matters

You have just a few more days to support local nonprofit My Very Own Bed at the Wedge and Linden Hills Co-ops through the co-ops’ October Change Matters campaign. Change Matters is a register round-up program that promotes the work of local non-profits and invites shoppers to provide critical funding by rounding up their purchases.

My Very Own Bed provides new beds and linens to children in our community who would otherwise be sleeping on the floor or sharing a bed with a parent or sibling. We focus on beds for kids because of the amazing power of sleep to help kids thrive. Healthy sleep helps children fight off illness, enhances growth, improves self-regulation and stress control, and aids learning. We also believe that all children deserve at least a small, comfortable place to call their own.

In October, shoppers at the Wedge Co-op, Wedge Table, and Linden Hills Co-op can round up their purchases to support My Very Own Bed. Each $200 raised will provide front-door delivery of a new bed and dream kit (new, twin-sized sheets, blanket, mattress pad, pillow, and stuffed animal) to another child. The stores will also collect these dream kit items.

January 21, 2020 Meeting Recap

David Rubedor, Director of NCR, and Casey Carl, Minneapolis City Clerk, presented on the 2020 Census and Elections.  Over 20% of Minneapolis residents are at risk of not being counted in the Census, which would have huge impacts over the next decade on the distribution of billions of dollars to our community, local redistricting, and the state’s political representation. With this year’s Census being online, the City of Minneapolis, community-based organizations and neighborhoods are working hard to get a complete count of our residents.

Minnesota’s first Presidential Nominating Primary since 1992 happens on March 3.  Early voting started on January 17 and voters are required to choose a party affiliation and party ballot for the primary (this will not be public information, though it will be available to each major party). Get registered to vote, learn about precinct caucuses on February 25, look up your polling place and learn more at http://vote.minneapolismn.gov

The Board also discussed the upcoming Chili Cook-off, partnering with other Minneapolis neighborhoods, the Community Connections Conference on February 1, the new Neighborhoods 2020 funding plan that will be released next week, and the Armatage Mini Grants program, which is accepting applications for the 2020 grant round through February 29. Funds were also approved for the upcoming Organics Recycling Workshop,

Comprehensive District Design Listening Sessions Start Next Week

Minneapolis Public Schools is in the midst of its Comprehensive District Design process, which aims to increase equity and close student achievement gaps in MPS.

There is a ton happening with the CDD in over the next few weeks. MPS plans to release a plan with proposed school and boundary changes in the next week and community listening sessions are happening throughout the City over the next month. Community members can also submit feedback online. If passed by the school board later this spring, proposed changes would begin to take effect in Fall 2021.  Learn more about the Comprehensive District Design process here.

April 16, 2019 Meeting Highlights

  • Our park director, Nikki, reported the Armatage/Kenny Egg Hunt on April 13 was a huge success with 400-500 people in attendance!
  • ANA’s Annual Meeting & Board Elections will be held Tuesday, May 21 at 6:30pm at the Armatage Recreation Center. Several board seats will be up for re-election. Board members discussed event details, agenda, and approved a budget of $500 to serve free pizza, drinks and dessert at the event.
  • This year’s Summer Festival will take place on Sunday, August 11 from 4:00 – 7:00pm. The ANA board discussed recent updates to festival sponsorship, the layout of the event, and the price of wristbands, which will be raised to $6/child with an $18/family maximum in 2019.
  • Over 117 boxes and bags of items were brought to the Green Team’s Donation Drive on April 6. Volunteers sorted items and delivered them to 12 different organizations.  Great job, Green Team!

Apply for an Armatage Neighborhood Mini Grant!

How can we make our neighborhood a better place and engage our neighbors? If you have ideas and want to implement them, the ANA has just launched a new Armatage Neighborhood Mini Grants program. Grants are available for up to $1,000 and subject to the City requirements that prohibit spending on food or entertainment. Get all your questions answered at armatage.org/programs/mini-grants or at a Q & A session at our Annual Meeting on May 21.

The deadline to apply for a Mini Grant is June 15. Award notifications will be made by August 1, 2019 and grant recipients will have up to a year to complete their projects. Questions? Please contact us at anacoordinator@armatage.org.

Kenny/Armatage Garage Sale

Our neighborhood garage sale is a great way to get a lot of bang for your buck! Clear out your clutter and make a little cash. Again this year, we will partner with our friends in the Kenny neighborhood to amp up the traffic to this event. Registration is free this year and due to the growing popularity of weekday sales, you have the option to register your sale for Friday, May 31 in addition to Saturday, June 1.

February 19 Neighborhood Meeting Highlights

  • Southwest Parks & Minnehaha Parkway Regional Trail Master Plans: Madeline Hudek from the Minneapolis Park and Recreation Board and Mike Jischke who volunteers on the Minnehaha Parkway Regional Trail Citizen Advisory Committee attended to give an update on the new Initial Concept Designs for each park space in SW Minneapolis and along Minnehaha Parkway. Residents asked questions and voiced concerns around the proposed smaller parking lot at Armatage Park, changes around more soccer and fewer baseball/softball fields, real vs. artifical turf, and the lack of a walkable neighborhood dog park. (See the designs and how to weigh in on both plans here).
  • The board edited and approved its 2018 Annual Report for the City of Minneapolis.
  • Neighborhoods 2020: the City recently released a draft framework that would change how neighborhood organizations like the ANA are governed and funded.  Funding changes are likely and that could have a big impact on the programs, events, and services the ANA offers. The board discussed the proposed changes outlined in the framework, the recent Neighborhoods 2020 workshop at the Community Connections Conference on February 2, how to weigh in, and strategies to engage residents in the process.
  • The ANA plans to launch a new Mini Grant program this spring. The board discussed the proposed guidelines and application drafted by the Mini Grant Committee, made edits, and voted to approve proceeding with the program. The board will vote on Mini Grant initial funding at its March 19 meeting.
  • The Green Team met on February 6 and discussed zero waste at the upcoming summer festival, the upcoming 2019 rain garden project and reserving a few rain garden slots for renters (with property owner approval), offering additional grants for rain garden applicants who meet income guidelines and the upcoming Fix-it Clinic on March 9. Email anacoordinator@armatage.org to get involved.

Winter Parking Restrictions

This is a friendly reminder that parking is banned on the even side of non-snow-emergency routes until April 1 or until our huge snowbanks melt enough that the City can lift parking restrictions sooner.  Let’s cross our fingers for that happening before April 1.  See all the details including instructions on downloading a snow emergency/winter parking app for your phone at http://www.ci.minneapolis.mn.us/snow/.

Neighborhoods 2020 – Comment Now Through March 31

Want to keep the Summer Festival, Halloween at the Park, Happy Hours, rain gardens, Fire on Ice, forums on pressing community issues, or security rebates? These and more are all services provided and supported by the Armatage Neighborhood Association. Funding for neighborhood groups like ANA and the events we support runs out next year.

The City of Minneapolis is reviewing new guidelines, funding, and whether neighborhood organizations will continue to exist to support our community’s needs. The vision of Neighborhoods 2020 is to have an inclusive community where all people are valued, all communities are engaged, and leadership mirrors the great diversity of the city. Armatage Fix-it Clinic: March 9

We’re a little over a week out from the upcoming Fix-it Clinic on Saturday, March 9 from 12:00pm – 4:00pm at the Armatage Recreation Center (2500 West 57th Street). Fix-it Clinics allow anyone to bring in broken small household appliances, clothing, electronics, mobile devices and more and receive free guided assistance from knowledgeable volunteers with repair skills to disassemble, troubleshoot and fix your items.

If for some reason we cannot take your item, we will find the best recycling or disposal option for you.

March 19, 2019 ANA Meeting Highlights

  • Park Update: Summer program registration is now open! The Armatage/Kenny Egg Hunt takes place Saturday, April 13 from 10:00-11:30am. Pre-registration is required.
  • Stacy Sorenson from the City of Minneapolis Department of Neighborhood & Community Relations attended to answer questions on plan modifications. The ANA Board voted to move $25,000 from NRP Housing Loan Repayment Funds to two neighborhood priorities:
    • $11,000 will go to a new Armatage Neighborhood Mini Grants program, which is set to launch on April 1. The application deadline will be June 15 and awards will be made by August 1.
    • $14,000 will go to subsidized rain/native gardens for Armatage residents in 2019. This year’s program will include slots for renters and a limited number of additional $100 grants for residents who meet income guidelines. The board also voted to purchase an additional day of Conservation Corps of MN crew time to fund 17 rain or native gardens in 2019.
  • Green Team:
    • The Green Team is hosting a Local Nonprofit Donation Drive on Saturday, April 6 from 10:00am-12:00pm. Volunteers are needed to help attendees sort through items.
    • The Fix-it Clinic on March 9 had great attendance in spite of the weather – 49 attendees brought 66 items for help repairing from skilled volunteers. Thanks to Green Team volunteers for helping and serving cocoa at the event.
  • Spring Newsletter – the ANA board voted to approve $1,400 to print and mail its spring newsletter.
  • Neighborhoods 2020 – the ANA board will work on a feedback letter for the City before the comment period ends on March 31. Thanks to board member Brett Anderson who volunteered to draft the letter.
  • SW Parks & Minnehaha Parkway Master Plans – the board voted to approve a letter on both master plans with feedback gathered from the February 19 ANA meeting and comments from board and committee members.
  • Kenny/Armatage Garage Sale – proposed changes include adding sales on Friday 5/31 and online-only registration with no fee. ANA will wait for final confirmation from our partner, KNA, before finalizing details and communications.
  • Kelly O’Neill’s team is sponsoring a free shredding event on Saturday, May 11 from 10:00am-12:00pm at Armatage Park.
  • The ANA website transitioned to a new, secure server, which has caused issues with receiving and sending email this week. The board voted to approve $300 in additional technical support hours.

Meeting highlights

Guest Presenters

  • The Southwest Business Association (SWBA) presented information about an upcoming ballot initiative: YES ON 1 MPLS. A “yes” vote means that Minneapolis residents choose to eliminate outdated regulations that make it expensive and cumbersome for a local restaurant to obtain a license to serve liquor. Lifting the old regulation means leveling the playing field for all neighborhood restaurants, and as a result, providing more choices for diners. SWBA, Council Member Palmisano, and local restaurants, including representatives from Red Wagon who attended the meeting, are in favor of this initiative.
  • Two committees are working on the future park space plans, one for the outdoor park facilities across Southwest Minneapolis  the other for the trails along the Minnehaha Creek  Both are working, with Park planners, etc., on releasing design options. You can share your ideas, keep on on these projects, and learn about your chance to see plans and more through their websites, and by signing up for email updates (links above).

City Council Update

  • Monday from 7:00-8:00pm at Armatage rec center, Palmisano Presents will be addressing the proposed budget recently proposed by the Mayor.
  • Early voting begins at City Hall on Friday. There will be select locations across the City open for early voting (locations TBD) the week prior to the Nov. 6th election.
  • There are 3 ballot initiatives to be aware of: 1) the one present above; 2) a request to increase the levy for school funding; and 3) a new levy for technology in schools. You learn more about these and other items on the ballot online.
  • The 2nd draft of the 2040 Comprehensive Plan is scheduled to be made public by the end of September. Armatage and Kenny neighborhoods will be hosting a joint meeting to discuss these updates after they each have brief business meetings on October 16. Armatage will have their business meeting 6:30-7:15, and will be joined by Kenny residents (meeting 6:00-7:00) along with Council Member Palmisano to focus on what was changed, and what more may need to be addressed in the City’s comprehensive plan for the future of Minneapolis.

At the Park

  • Halloween at the Park will be on Friday, October 25 from 6:00-8:30pm. This is a free event with wagon rides, bonfire, treat trail, and more! (see flyer for more details)
  • The park will be hosting a new gentle yoga program on Tuesday mornings.
  • More than 65 volunteer coaches are involved in youth sports this fall, supporting 15 flag football and 19 soccer teams. Thank you to these volunteers!
  • Improvements to the Washburn Tot Lot are underway!

Other Business

  • November Happy Hour will move to November 13 so as to not conflict with the election. Mark your calendars!
  • We will again host a charily drive and tree lighting event. Trees will be lit on Friday, November 23 at 7pm. We will be collecting diapers and formula for the Greater Minneapolis Crisis Nursery. More info to come!
  • 12 homeowners had raingardens installed this summer through a partnership with Metro Blooms and the ANA. We hope to do this again in 2019, and will share details early next year.
  • The ANA will be looking at hosting a series of DIY type events focused on home and yard maintenance, based on input and ideas generated at our annual meeting.

Palmisano Presents: A Conversation on Pedestrian Safety
Although details of the accident can’t shared due to the current investigation, we were able to talk about the City’s plans under Vision Zero, to eliminate pedestrian and bicyclist injuries through a comprehensive, multi-pronged approach. This plan is just starting to develop, but may include such things as driver education, lighting studies, etc.


Armatage/Kenny Egg Hunt

All kids must be pre-registered to participate!  $5 per child. Egg Hunt starts promptly at 11am.

Southwest Service Area Master Plan

All Minneapolis neighborhood parks south of I-394 and west of I-35W, including small triangle park properties. Does not include regional parks such as Minneapolis Chain of Lakes Regional Park (including Brownie, Cedar, Isles, Bde Maka Ska, and Harriet) nor regional trails (Kenilworth, Cedar Lake, and Minnehaha) because regional parks and trails are required by the Metropolitan Council to have separate master plans.

Community Advisory Committee applications due soon!

These master plan projects will set visions and priorities for future park and trail improvements. The planning for each of these projects will be guided by separate Community Advisory Committees (CACs), which are appointed by various neighborhood organizations and elected officials.

Applications for the Southwest Service Area Master Plan CACs are due March 21.

January Meeting Highlights

  • Road resurfacing project (58th-62nd; Xerxes-Penn)

    Pre-public hearing to be held at Armatage Rec Center (details TBD, but anticipated in April). Public hearing at City Hall on May 1. Project work may begin by the end of May. Will will have several people on hand at the April meeting to answer any questions.

    This will be a mill and overlay project, and utility upgrades will take place prior to final paving. 60th is not included because it is a Truck Route, and is on a different maintenance and funding schedule. Project map and FAQ PDF available here.

  • Green Team will meet Monday, January 22 at 7:30pm at Armatage Rec Center. We will be planning our 2018 priorities. All are welcome!
  • The ANA is looking into developing a micro-grant program to support various initiatives and ideas (somewhat inspired by Fulton Neighborhood).

​Shuttles and Parking​
Free lot parking is available on site, please keep in mind  the lot fills quickly, however free, on-street parking is available throughout the neighborhood and shuttles​ will be available leaving from Linden Hills Park (3100 W 43rd St. Minneapolis)​ to Lake Harriet​ from 11:45 am to 4 pm. West Lake Harriet Parkway delays are expected. Allow ample time to find a spot and walk to the venue.

Text to 911

New service provides significant public safety benefits

Did you know you can now send texts to 911? The service has been available statewide since early December of 2017, and is a great option when you are unable to call 911, such as a domestic incident, a break-in, or a medical event. It is also beneficial for the deaf and hard of hearing community. Dispatchers still prefer that you call 911 if you can, since the immediate two-way communication allows for faster information gather during an emergency.

Trunk-or-Treat

  • Want to hand out treats? Let us know — just plan to bring your “station” to the event, and we provide the treats! It is that easy! Be creative, but please remember this is a family event, so nothing too gory. 
  • Set up begins at 5:00pm. All displays must be ready by 6:00pm. An adult must stay with the station throughout the event, and please plan to stay until 8:30pm.
