Armatage Halloween Tour Ends Saturday

The tour is self-guided, geared for all ages, and the map is available at armatage.org/halloweentour so you can plan your route. Please be respectful on your adventure and wear a mask and distance if you leave your vehicle.

After you’ve checked out every stop on the tour, head back to armatage.org/halloweentour and vote for your favorites in the following categories: Best Use of Pumpkins, Spookiest, and Neighborhood Favorite. The winning displays in each category will get a $50 gift card to an Armatage business. Open to all, even if you don’t live in Armatage.

The 2020 Election Ends on Tuesday, November 3

Voting looks pretty different this year due to COVID-19 but Minneapolis Elections and Voter Services has got you covered with safe drive through ballot drop-offs all over Minneapolis and two new early voting locations!

Have you voted yet?  If not, make your plan to return your absentee ballot and track that it was counted, vote early in person by November 2 at one of the four early vote centers in Minneapolis, or vote in person at your polling place next Tuesday. Halloween Safety

Looking to celebrate Halloween in a safe, socially distant way? The City of Minneapolis has this handy graphic to help! We hope you check out the Armatage Halloween Tour as part of your safe holiday activities. If you do plan to trick or treat, follow these tips to keep you and your neighbors safe: 

  • Stay home and don’t hand out treats if you or anyone in your household feels sick.
  • Wear a mask that covers your nose and mouth, avoid crowds, and keep 6+ feet of distance from other trick-or-treaters and neighbors.
  • Instead of a grab bowl or answering your door, have treats spaced out on a table in your yard or create a candy chute to deliver treats from a distance.
  • Visit www.halloween2020.org for more ideas from the Harvard Global Health Institute and stay safe!

Apply for a Minneapolis Board or Commission by Nov 1

Six major boards and commissions are seeking applications for people to help shape important City decisions. Most of the boards and commissions below meet between one and four times a month.

Examples of past board and commission work includes reviewing a proposed charter amendment related to the creation of a Department of Community Safety & Violence Prevention (Charter Commission), comparing national best practices with current MPD policies for officer interactions with those experiencing mental health crises (Police Conduct Oversight Commission), and reviewing zoning changes to allow new affordable housing options (Planning Commission).  Read more here.

Next Steps and Timeline

Now that the public comment period has closed on the Neighborhoods 2020 draft program guidelines, the City is reviewing the 244 public comments received and creating a summary. The comments and summary will be available on the Neighborhoods 2020 webpage before the City Council discusses the program guidelines, votes on November 13, and then discusses the funds needed to implement the program as designed during the City budget process.

Timeline of next steps:

  • Nov. 5: Public Health and Safety Committee public hearing and presentation.
  • Nov. 12: Budget Committee presentation to discuss the program allocations and base funding amounts.
  • Nov. 13: Full City Council vote.

Apply for a Safety Rebate

The Armatage Neighborhood Association offers rebates to residents for up to $100 per calendar year for eligible home safety updates. If you’ve been thinking about upgrading your exterior lighting, deadbolt locks, adding outdoor security cameras, check our list of eligible expenses and apply for a Safety Rebate before December 31 to take advantage of the 2020 program. If you’ve already gotten a rebate this year, you’ll have the opportunity to apply again in January.

The Resident Safety Rebate program is open to both renters and homeowners and the Business Safety Rebate program is open to any business operating in Armatage.

Borrow the Neighborhood Thermal Camera

As the weather gets colder, we all feel the drafts and air leaks at our homes, rentals and businesses a bit more. Thanks to a project in the neighborhood led by Armatage resident Milo Oien-Rochat, you can check out our neighborhood’s shared thermal camera to pinpoint temperature-related energy waste in your home, business, or apartment.

Visit armatage.org/programs/thermal-camera/ to learn more and sign up to get a quick tutorial and check out the camera this fall. This project was funded by the Armatage Mini Grant program.

Transforming Community Safety Engagement Plan

The City Council approved a community engagement plan to get feedback on improving our public safety system, alternatives to policing and police responses, public health-oriented violence prevention, and law enforcement reforms and/or changes to protocols and practices. The plan has four phases and is led by the Office of Violence Prevention (read more here):

  1. Phase One (October-December 2020): A community survey and public forums. Initial findings and a draft vision will be presented to the City Council in early December.
  2. Phase Two (January-March 2021): Public forums to review the goals established in the first phase plus a deeper dive into ideas for a new public safety model.
  3. Phase Three (April-May 2021): Opportunities to offer feedback on draft recommendations at public forums and online.
  4. Phase Four (June-July 2021): Finalize recommendations, incorporate feedback gathered throughout the engagement process, and give a final report to the City Council on strategies for building a new model for community safety.

Shelter for People Experiencing Homelessness

Partners from the City of Minneapolis, Hennepin County and State of Minnesota are coming together to help people experiencing homelessness find shelter as winter weather arrives. Here are a few facts – learn more and find phone numbers to call for shelter here.

  • In 2002, 1,300 people experiencing homelessness and counting have found permanent housing.
  • City, county, state and philanthropy will invest $55 million to open at least seven sites to provide emergency shelter, low-barrier housing and protective housing for people experiencing homelessness, as well as enhance existing shelters and expand support services and street outreach.
  • An additional 670 units of very affordable housing designated for people experiencing homelessness will have opened or begun construction by the end of this year.

Upcoming LWVMpls Voter Forums

The League of Women Voters Minneapolis is hosting two upcoming forums to help you get ready to vote in the 2020 Election:

  1. Civic Buzz on Tuesday, October 6 from 6:00-7:30pm on the LWVMpls’ Facebook event page. with Michael Wall, Voter Outreach Specialist from Secretary of State Steve Simon’s office; Katie Lauer, the Communication and Outreach Coordinator for Minneapolis Elections and Voter Services; and LWVMpls Voter Services Chair, Marilyn Cantisano.
  2. Minneapolis School Board Candidate Forum on Thursday, October 8 from 7:00-8:30pm on MCN Channel 6 and available for live streaming on the LWVMpls Facebook page. The Forum will also be recorded and a link posted for viewing at www.lwvmpls.org. Email your question(s) as soon as possible to vote@lwvmpls.org. LWVMpls will start sorting questions by subject matter as soon as they are received and make a selection to present to candidates during the Forum.  You may also submit questions during the Forum via the LWVMpls Facebook page.

Low-cost Shredding Event

Join the Minnesota Hoarding Task force for fundraiser shredding event tomorrow, October 3 from 9:00-11:00am in Eden Prairie just off 169 and Valley View Road. The cost to participate is $10.00 for 2 grocery bags with no limit. This is a good time to take advantage of securely disposing of any sensitive documentation you may have piling up. You can purchase tickets on the MN Hoarding Task Force website, mnhtf.org, or at the event itself.


Fall Neighborhood Clean-up

The Armatage Green Team is hosting a safe and distanced clean-up of our neighborhood streets, sidewalks, and parks on Saturday, October 3 from 9:00-11:00am as part of the citywide Litter Be Gone events! If you see volunteers out tomorrow, be sure to tell them thank you!

Public Review of City Draft Built Form Regulations

The City of Minneapolis has launched the 45-day comment period for the public to review draft built form regulations that will regulate the scale of new buildings and additions to implement the Minneapolis 2040 Comprehensive Plan. Minneapolis 2040 includes 14 Built Form Districts that will guide regulations on  building height, floor area ratio (FAR), lot sizes and setbacks from property lines, and more.

One last online open house is scheduled on the Wedneday, Oct 7 from 3:00-4:00pm (focused on downtown). Read more about how to comment on the draft regulations here.


Southwest Parks Plan Public Hearing: October 7

The MPRB will hold a public hearing on the Southwest Parks Plan on Wednesday, October 7 at 6:45pm during the regular Board of Commissioners meeting. The plan sets a vision for the improvement, operation and management of all neighborhood parks in Southwest Minneapolis over the next 20-30 years and was created after nearly two years of community-based engagement, planning and design with individuals, neighborhood groups and community organizations.

View the meeting from home and email comments to the Secretary to the Board at jringold@minneapolisparks.org before 3:30 pm on October 7. Comments should be limited to approximately 300 words, which is similar to three minutes when read out loud by the Secretary at the Board meeting. Check out the proposed Southwest Parks Plan at minneapolisparks.org/sw later today. After the hearing, the Planning Committee will consider approval of the Southwest Parks Plan. The full board could consider final approval at either its October 21 or November 4 meeting.


Free Meals Available at School Sites

Free meal boxes are now available at 29 school sites. All families are invited to participate in this free program and do not have to have a student in Minneapolis Public Schools. Families can pick up one box per child per week.

Most sites will be open from 11:00am – 3:00pm with some sites open 11:00am-5:00pm. Visit the Minneapolis Public Schools website for locations, menus and special diet information.

Early Voting & Absentee Ballots

Early voting has started at the Minneapolis Early Vote Center at 980 East Hennepin Avenue, Minneapolis MN 55414. Hours are posted at vote.minneapolismn.gov/events and please wear your mask!

Vote by mail: Everyone in Minnesota is eligible to vote by mail, no reason needed. It’s quick and easy to request your absentee ballot online. Allow plenty of time to request and mail back your ballot: bit.ly/vbmmn101

Absentee ballots cannot be brought to your polling place but you can drop them off at the Early Vote Center (address above) or the Hennepin County Elections office (skyway level of Hennepin County Government Center at 300 South 6th Street).

Tips from the Minnesota Department of Revenue:

As the income tax filing season approaches, beware of scams attempting to steal your personal information. Individuals or organizations may falsely represent themselves as being from the department. Use caution and never provide personal information unless you are sure the situation is legitimate.

When we contact you by phone, mail, or email, we will never:

  • Demand immediate payment without first mailing a letter.
  • Demand that you pay taxes and not allow you to question or appeal the amount you owe.
  • Require that you pay your taxes a certain way, such as with a prepaid debit card.
  • Threaten to contact police or law enforcement agencies to arrest you for not paying.

The Minnesota Department of Revenue will never ask you to provide, update, or verify personal information if you did not previously email us. Do not respond to such emails, and contact us with questions or concerns. If you are concerned about a possibly fraudulent contact from someone claiming to be from the department, call us at 651-296-3781 or 1-800-652-9094 (toll-free). We can determine if the contact you received was legitimate.

February Meeting Highlights

  • Safety Update: Lt. Anderson presented crime statistics from 2012 through 2016. Our crime levels continue to remain pretty similar year over year with the majority being property crimes, and many of those being crimes of opportunity (unlocked or open doors, etc.).
  • The Minneapolis 2040 planning document currently includes the following 2 statements, which several other neighborhoods are asking the City for clarification and context around. We will be responding as a board regarding our concerns around this issue.
    • “Abolish recognition of neighborhood organizations.”
    • “Neighborhood groups are a great connection to city departments.”
  • Committee Updates: Green Team – members will be attending the Sustainable Behavior workshop on Saturday, hosted by Council Member Palmisano. An initial meeting for those interested in joining Green Team efforts will be scheduled for some time in March.
    Community Engagement – We are still awaiting a project manager for the Washburn Tot Lot improvement planning. We are switching our neighborhood Happy Hour’s to Mondays from 7:00-9:00 pm at Cafe Maude, beginning on March 6, and will be every other month (no Happy Hour on Labor Day). We have gotten several more donations/items to include in our welcome bags for new residents and are working on connecting with even more local businesses.
    Safety Team – Our first efforts to connect with block leaders has encouraged us to keep building these connections and gathering ideas for ways to support the interests of our neighbors.
    Summer Festival – Task lists should be completed soon. We hope to have the car show returning this year with the support of area residents. A planning kick-off meeting will be scheduled in March.

Armatage Neighborhood Association Meeting

Meeting was called to order at 6:35 pm by board president Denis Houle

Safety Update:

Crime Prevention Specialist Jennifer Waisanen reported:

There have been 2 homicides so far this week: one in Kingfield and one in the Lyndale neighborhood. Police are canvassing the neighborhoods to investigate. Details are not available at this time.

Addressed a question about the difference in sound of a gunshot vs. firecracker. Gave the advice- whenever in doubt, please call 911.

Reviewed crime report/details from June to now. Burglaries have been decreasing.

There was a question about whether or not police monitor “problem addresses”- properties with higher police calls. Jennifer said the police do monitor this and try to address the problems.

Reported that during Halloween extra patrols will be out.

City Council Update:

  • City Council approved funding for public art.
  • Airplane Noise: City is encouraging MAC to hold off on long-term comprehensive plan until next year so that current changes can be incorporated and feedback gathered. (More time to analyze the temporary changes that are happening now).
  • Fall street sweep started today; watch for signs for parking guidance.
  • Working Families Agenda: last week the fair scheduling portion of the proposal was tabled (lots of concern about how those rules would affect small businesses). Small business community will be involved in any future discussions on this.
  • Sick pay proposal: Councilmember Palmisano is supportive of the goals of this (there are good examples around the country). She doesn’t support the current draft, but this will likely still be changing. There are still many questions to be addressed, for example, how will the city monitor these new rules? Council staff stated that it is important that small businesses still feel like they can take risks. The council wants Mpls to be a desirable place to open a business.
  • A board member made a suggestion about the way communication is happening with the city. It seems like the city requests involvement and feedback too late in the process. A suggestion was made that the public needs to be invited to have involvement early on.
  • Comment from council staff to address the communication on the working families agenda specifically: on this agenda, 3 council members authored the bill, brought it forth and now the city has been reacting.

Park Update:

There is a Halloween party at the park on 10/31 from 4-7. No haunted house this year. Lots of activities. The ANA board is paying for ½ the cost of the hayride.

The park lights will be on until 10 pm that night.

Volleyball season is starting.

Winter sports registration starts Nov. 4. Online registration will be available 11/4. In person registration is still an option as well.

Winter and spring programs can be viewed online.

Dinner and movie is once a month.

Committee Updates:

Community Engagement Committee

  • New welcome bags arrived
  • Nikki L. has reached out to local business for inserts (no takers yet)
  • We have a new tri-fold with neighborhood info. It was created by Nikki L. and looks great.
  • Suggestions to include in welcome bags: list of board meetings, fix-it loan info
  • Nikki L. would also like have a “new resident” page online and is working on that
  • There are 44 new residents, Nikki L. asked for help distributing the welcome bags and each board member took some to distribute.
  • We have a board development event on Monday 10/26- Nikki L. will send out the location this week.
  • MetroBlooms- Nikki L. has an email about a program that promotes rain gardens
  • Question: Is there interest in an environmental subcommittee? The board talked about promoting this committee at events, especially in the spring. No one volunteered to chair this committee at this time.
  • Nikki L. asked if there is any interest in historical documenting of ANA? Jeff said he was interested in helping with this and a suggestion was made to reach out to possible interns to help also (maybe high school aged kids)

Coordinator Updates:

A neighbor from Fulton will come in November to talk to us about the micro-grant program they are starting.

Fix-It Loan update:

There have been 7 applications from Armatage; the money will roll into the larger fund this month.

We discussed some ideas for further promoting the program. Ideas were talking to realtors and local contractors and advertise at Settegren’s

Kwan’s

Their public hearing is tomorrow 10/21. The ANA submitted a letter of support for Kwan’s application for a beer and wine license. Kelly motioned to approve the letter. The motion was seconded by Steve and approved unanimously. Nikki L. will submit the letter to Kwan’s.

Xerxes Crosswalk

There are issues with cars not stopping at this crosswalk (it is also a bus stop). Nikki L. is communicating with concerned families. Extra patrols were there for awhile. An idea was suggested to move the bus stop.

Blueprint for Equitable Engagement

  • The new letter is much more general.
  • There are 3 upcoming meetings to offer input and the SW neighborhood coordinators are meeting about this on 11/5
  • Denis updated a new board member on what this is.

2016 Calendar

Nikki L. proposed dates for ANA meetings. We agreed to schedule December 13, 2016 instead of the 3rd Tuesday that month.

Treasurer Report

Nikki L. provided a spreadsheet of the ANA accounts and the board reviewed it. Money came through from the city and was deposited.

The Minneapolis Commission on Civil Rights, the Minneapolis Department of Civil Rights, Minneapolis City Council,and the Minneapolis Mayor are pleased to present the 2016 Rev. Working Families Agenda Update

Things continue to move at a fast pace on the Working Families Agenda (WFA). The City Council has set November 4th as a public hearing date for the WFA. The two principal authors of the policy framework, Council Members Elizabeth Glidden (Ward 8) and Lisa Bender (Ward 10) and they announced revisions to the proposal based on feedback they have received. Mayor Betsy Hodges issued a press release supporting these revisions.

While the Mayor and Council Members Bender and Glidden assert there is growing consensus for these revisions the Southwest Business Association has heard no consensus for these revisions in the many meetings its board members and staff have attended or input we have received from you. Instead, we continue to hear from the small business community that the implementation of the proposal, even with the revisions, has serious implications for their business operations, cost structure and their employees.

It continues to be very important for businesses to write in and share with the council what doesn’t work in the policy and why. Please send your comments to workingfamilies@minneapolismn.gov

Volunteer coaches for winter youth sports needed

The Minneapolis Park and Recreation Board’s (MPRB) Youth Volleyball program begins in October and we are seeking volunteer coaches at recreation centers in Minneapolis.

We are also seeking coaches for winter sports programs (basketball, hockey, and wrestling) that begin in November/December.

  • Athletes range from 6-18 years old
  • Teams practice 1-2 times per week
  • Games are scheduled 1-2 nights a week and/or Saturdays
  • MPRB will provide orientation for all new coaches

Animal Welfare in Minneapolis

Minneapolis Animal Care and Control (MACC) is proposing ordinance changes to better reflect best practices for animal welfare, and the changing needs of the community. MACC is hosting three upcoming meetings to collect feedback from the public on the proposed changes. The dates and times are:

Highlights of the proposed changes

For Community:

  • Better defines the City’s role and expands protections to all animals, not just domestic or companion
  • Increases transparency and accountability through enhanced record keeping
  • Includes expanded definitions and clarifies the City’s scope of authority

For Owners, Shelters and Rescue Organizations:

  • Simplifies application process and streamlines notification requirements
  • Introduces expected standards of care for all animal owners, shelters and partner rescue organizations
  • Adds specific protocols to be considered in case of euthanasia, including creation and use of a rescue partner registry
The purpose of the changes are to ensure that our values and vision for being leaders in animal protection laws are mirrored in our code and respond to the changing world of animal welfare and the needs/demands of our community. September Meeting Highlights

  • City Council Update: Linea Palmisano was present to give some updates, including:
  • Safety Committee Update: Block leader recruitment continues. Only 16 blocks in Armatage don’t have a block leader at this point (watch for a listing of open blocks in the October Safety News).
  • Community Engagement Committee Update: Engagement ideas were gathered, including: the ANA hosting a social hour; supporting a winter festival; more activities (perhaps in partnership with the park) for kids and adults, specifically older adults; etc. More to come!
  • Summer Festival Committee Update: Overall the event was deemed a success. Thanks to Mother Nature for her support, as well as a big shout out to all our volunteers, sponsors and board members for helping make it all happen. Feedback has been collected through the Survey Monkey and direct comments, and will be reviewed as plans for 2016 get underway.
  • Other Business:
    • We welcomed three new members to the ANA board! That brings our board membership to 10 (out of a maximum 11). We continue to encourage involvement, if not on the board, on one of the above mentioned committees!
    • The ANA is considering a micro grant program. This type of program has been done in other neighborhoods such as East Harriet and Fulton, supporting such activities bully prevention workshops, Earth and Arbor Day celebrations, hosting a household hazardous waste drop-off site, etc. More to come.
    • The board received notice that Kwan’s Chinese (at 54th and Penn) has begun the application process for a beer and wine license. The new owner has “received wonderful welcoming support from our customers.” They are also considering adding outdoor seating in the near future.
    • Information about solar garden programs was shared. At this point the board would like to learn more about the pros and cons of these programs, to see if this is something we think would be a good fit for our community.

Experience Southwest

The Nicollet-East Harriet Business Association (NEHBA) would like to introduce you to our new name. Taking a cue from our expanded service area and our popular “Experience Southwest” brand, the organization is excited to announce its new name: the Southwest Business Association (SWBA). FixIt Fund

This home improvement loan co-op brings together resources from partnering neighborhoods to offer low-interest home improvement loans to our residents. The initial phase restricted fund access with monies put into the “pot” by each neighborhood being only available to their neighborhood residents. Armatage was the largest contributor to this program, but currently has the lowest participation rate. Soon our funds with be co-mingled, and people from all four neighborhoods will access to the merged dollars from all four neighborhood associations.

Openings on City Boards

Applications are now being accepted for a number of open boards and commissions positions that the City Council and Mayor will appoint this fall. Board and commission members in the City of Minneapolis provide valuable insights, help shape key policy decisions and provide community-based input into administration of services. The City is seeking applicants with a diversity of backgrounds and experiences to strengthen the work of the City.

Notification of an Application for a Zoning Variance

5324 Oliver Ave. S.
Owner: Magnate Investments, LLC

The Board of Adjustment generally meets every other Thursday at 4:30 p.m. at City Hall, Room 317.

The property owner at 5324 Oliver Ave. S, is proposing to demolish the existing structure and build a new Single Family Residence. The existing structure was built in 1923 and is approximately 750 sf with a basement and single story living space. The house is situated at the rear alley property line and a new single family home is proposed to be built on the lot. The proposed new house will be approximately 2900 sf, a full two stories with unfinished basement.

The applicant is seeking a variance to reduce the 44’-0” front yard by 10’-0”. This variance would allow for a detached garage with entry from the lane thus allowing for a landscaped backyard. The variance setback would locate the front of the house 34’-0” from the front property line. All other aspects of the house design are within the Zoning guidelines of the R1 district.

 

Xerxes Construction

There will be construction on Xerxes in Edina through the Sidewalk Participation Program between 56th and 60th. This is an initiative coming out of Edina, but we wanted to let you know as it will be across the street.

Volunteer Coaches Needed

The Minneapolis Park and Recreation Board’s (MPRB) Fall Youth Sports programs begin in August and we are seeking volunteer football, soccer, and volleyball coaches at recreation centers in Minneapolis.
